Abstract
This paper attempts to describe speech structure, rhetorical features of speech, translation of political speech, translator’s psychology and the impact of culture. Then, according to Newmark’s “Communicative Translation” and “Semantic Translation” theory, this paper gives pragmatic analysis of the data to study how such features are used to perform some specific speech acts and explore factors influencing the translation of political speeches. This paper places much more emphasis on the language translation of each political speech and its responsive cultural implication. Many scholars made their efforts to spot a proper principle for the translation of political speech, most of which turned out to be a stylistic concern. This paper will take Chinese, U.K. and U.S. Leaders’ political speeches as examples to explore the cultural implications in their translation and to carve a new way to finding out the inter-relation between political translation characteristics and cultural implications.

本文试图完整地描述讲话结构，政治言论以及译者的心理和文化的作用。然后，根据纽马克的“交际翻译”与“语义翻译”理论，英语论文，给出了实用的数据略论，以探讨如何使用这些功能来执行某些特定的言语行为，英语论文范文，研讨作用政治演讲中翻译的因素。本文着重于每个政治演讲中的语言翻译及其相应的文化问题。许多学者作出了努力，试图找出一个适合政治演讲翻译的原则，但这些研讨大都局限于文体方面的考量。本文将以中国，英国以及美国领导人的政治演说作为例子，研讨其翻译的文化问题，以期开拓了一条新途径找出政治翻译的特点与文化问题之间的联系。

1 Introduction
In translation of Sino-foreign leaders’ political speeches can people grasp not only the speech theme but also its background knowledge. How much information and how effectively can people get from it depend on many factors, including the language features of political speeches, translation ways, cultural differences, translators’ psychology and etc. Based on the Newmark’s “communicative translation” and “semantic translation” theory, this paper combines these factors to analyse the cultural implications in translation of Sino-foreign leaders’ political speeches and to research the relation between political translation characteristics and cultural implications reflected in speeches.
