摘要

美国作为世界首屈一指的发达国家,其教育理念及实施方式越来越广泛地输出到世界各地,备受各国专业人士及大众关注。当前国内关于美国著名私立大学和私立中学的关注度比较高,也有部分关注普通公立中学的探讨与报道,然而关于美国新式学校的关注和探讨并未形成规模。
本文试图从美国教育改革浪潮出发,结合学校选择及教育券制等政策,略论公立新式学校产生背景,运营模式,再结合中国内地的近况,研讨公立新式学校在我国运营的可行性。
本文认为,虽然公立新式学校的模式仍然存在争议,但在一定程度上缓解了美国公立学校多年来在教育质量与运营状况上的危机,也在提高效率的同时兼顾公平。另一方面,主要围绕择校以及素质教育等方面展开的教育改革问题在中国备受关注,英语毕业论文英语毕业论文,而美国公立新式学校的择校方式与课程设置或许正是解决这些问题的有益参考。最后,本文提出了要结合中国自身特点和优势吸收美国公立新式学校的经验,但又要坚持美国经验当中兼顾效益与公平的精神。

Abstract

Education issue of the United States has attracts considerable attention around the world. Researches in China discuss mainly aspects like American colleges or traditional secondary schools but refer much less to alternative schools. Under such a circumstance, this thesis aims at reviewing the process of American alternative education, particularly, its public version to find out beneficial experiences for China's educational reform. To start with the school choice movement in the United States, the thesis then introduces the methods, especially school vouchers and the Open School system which help to realize public alternative schools. And then, it analyzes three types of alternative schools in the United States and the current school choice policy in China. The thesis concludes that China has its own advantages and emphasis on school reform and running public alternative schools, meanwhile, need to balance fairness and efficiency as American do.
