Since the 1980s, Korea has undergone rapid urbanization due to high economic growth. Urbanization has required many urban infrastructures and industrial facilities, and as many young people in rural areas have moved for jobs to cities, the cities have expanded rapidly. This drastic change of the city has caused many problems in urban environment such as limitation of the expansion to the surroundings, traffic problems, air pollution, and the deterioration of life of the citizens. Inevitably, another new city was built in the outskirts area, and the old downtown area lost its main facilities and population to the new city, losing its vitality. This decline of old downtown has caused many social problems such as the economic collapse of the region, the increase of the vacancy rate, the imbalance of the demographic structure, and the surge of the crime rate due to slumming of the region. In fact, most developed countries of Europe, as well as Korea, have experienced the decline of the old downtown area since the 1970s. However, they appreciated their own history and culture and treated their existing facilities with historical traces rather than old-time relics. Under this spirit, they succeeded in revitalizing the city by transforming it into a great city with regional identity. In this occasion, the public library is linked with the nearby cultural facilities and functions as the base for the revitalization, attracting the local residents and tourists to the old downtown. In order that the regional branch library facilitate the revitalization of the region, it is expected to provide smooth data service, culture/education, the operation of mobile library to reduce the blind spots of knowledge acquisition, the resting place in the city, the connection with the community, etc. Therefore, this study aims to establish the theoretical foundation through literature survey and web survey regarding the urban regeneration preserving modern architectures and the role of regional branch library, thereby drawing out various library programs for revitalizing the old downtown area and its space configuration accordingly. To investigate this process, four domestic libraries and four overseas libraries were studied. The results of this study are as follows. First: The data service area and some of the public area are dominant in the domestic case, whereas the data service area and the culture/education area are more prominent in the overseas case. Second: In the case of overseas library, the linkage between the vehicle line and the loading station and the storage shelf for the mobile library is clearly visible. In the case of the domestic case, the mobile library doesn’t even have its own parking lot. Third: In case of domestic library, data service area, public area, management area, culture/education were in order. In case of Japan, data service area, management area, public area, and culture/education were in order. In case of US, data service area, culture/education area, management area, and public area were in order. Therefore, domestic library has relatively bigger public area than necessary, so the effective space reconfiguration is needed. Fourth: Due to the lack of consideration for future expansion of shelf space, the library is expected to encounter the lack of the space for storing books. It is therefore necessary to pay attention to the efficient support service, the smooth management, and preservation of the books. Fifth: In order to improve the accessibility of the floor configuration, data service area, management area, and volunteer rooms are located at the lower level. And the culture/education area is designed to have a separate entrance so that the residents to use the library regardless of library closure. It seems effective to place the storage shelves at the upper level due to the chance of expansion. In the case of remodeling, the existing space is mainly used for management area, and the newly added space is used for data service area and storage shelf area. So the consideration should be given to high loading load of storage shelf area. Based on these researches and case studies, I suggest the space configuration and the proportions of regional branch library. 1) Data service area The required space of the data service can be divided into general data reading, children data reading, and digital data reading, and it is planned to be 40 ~ 45% of the total area. The general data reading room is a comfortable space with the large open space. Children's reading room and infant reading room are closed spaces. In particular, the infant reading room accommodates a sleeping room, an internal toilet, a nursing room, and the space for strollers, and the passage to the outside playground is considered. The space is planned for the elderly and the disabled to use comfortably, and periodicals room and multimedia room are easily accessible. 2) Culture/education area The space for cultural/education is relatively big, ranging from 20 to 25%, and the area can be divided into cultural area and educational area. Especially, it is planned as a space for various meetings and classes where the local people use it like their home anytime whenever they need. Also, it is necessary to plan it as the space for lifelong education of the locals. 3) Management area The management area is planned to be 15 ~ 20%, and it is composed of the shelf area, the office area, and the support area. The shelf area should be placed with consideration about expansion, and the shelf system should also consider the efficiency of the space by planning an automated shelf system. Also, it is necessary to arrange the book room and the computer room in connection with the reading room, and plan the checkout and return of the book in connection with the parking area. 4) Public area The public area is planned to be 15 to 20%, and is composed of lobby/hall, stairs, elevator, toilet, restaurant, book cafe, and rest area. The space ratio proposed by this study is for efficient and smooth library operation according to the hierarchy of each library. And this space ratio can be used as basic data for the space configuration in the planning of regional branch library in Korea. In this study, only small number of subjects and case studies were considered and they were limited to Korea, Japan, and the United States only. This limitation will be overcome by performing the extensive case study of various libraries in developed countries and Korea, which is required for the systematic and objective research.
