This attempts to study the case of culture-based urban regeneration in the European Union and focus on features of Culture City and Creative City by analyzing ｢Ruhr∙Essen 2010｣’s case. Many European cities have experienced the movement of population and a change of urban environment with reorganization of industrial structure. The manufacturing-centered industries, starting off in the United Kingdom, had been confronted with crisis since 1970s so urban working populations losing their industrial competitiveness were taken out rapidly. It was due to doughnut pattern caused by population decline that city image and regional economy were damaged and many cities needed to be restructured. Most cities experienced the slow down to the change of industrial structure went into developing the culture as a menas of the Urban regeneration. ‘Culture City’ set a goal of having citizens enjoy the culture, also expanding cultural space by making profits in tourist industry which utilized cities-owned history and culture. Culture can contribute to invigorating the atmosphere of cities, regions and power of individuals. If A lot of people continuously gather in city and their ingenuity is put together, ‘Creative City’ will evolve from ‘Culture City’. ‘Creative City’ makes for development in individual, city, society and economic system by promoting ‘creative industry’ such as IT, media, game, video, design field. Europe highly encourages the urban regeneration utilizing the culture ranging from individual countries to European Union. The program 「European Capitals of Culture」 is a typical example of the urban regeneration. Several cities chosen for European Capital can arrange infrastructures including culture programs, improvements on structural environment of city while preparing for various projects and events. Beginning from change on industrial society, the urban regeneration utilizing culture encourages citizens to join culture program and experience diverse culture of other countries so they can further share community identity. Change in Ruhr through ｢Ruhr∙Essen 2010｣ was examined in four aspects. The first is enhancement of communication and exchange through culture. European union places emphasis on integration within diversity. It indicates that all programs of European union should extensively cover a matter of common in Europe. The second is development in city infrastructure through culture. Material environments for tourism, transportation are enhanced, so do cultural programs. Next, there are social advancements through culture, for example, growth of cities, positive involvement of citizens and fellowship. Last, culture contributes to the economic growth in Europe. It has affirmative effects on tourist industry as well as creative industry and regional economy. The urban regeneration utilizing the culture is not seriously affected by scale and scope of city and region. Regardless of scale, each city can make new space, using own cultural characteristics so it improve itself overtime. Culture consists of history and people. Thus, culture and people change together by interacting with each other. In other words, the urban regeneration utilizing the culture can create something based on old things as long as people exist. As such, the urban regeneration of the European Union based on culture fortifies fellowship between European citizens and reorganizes city.
