본 연구는 업무참조모델로서 정부기능분류체계의 본래 역할을 재인식하고. 역할을 회복하기 위한 방안을 모색하고자 하였다. 정부기능분류체계의 현황과 개선안 도출을 위해 문헌연구... 본 연구는 업무참조모델로서 정부기능분류체계의 본래 역할을 재인식하고. 역할을 회복하기 위한 방안을 모색하고자 하였다. 정부기능분류체계의 현황과 개선안 도출을 위해 문헌연구를 수행하였다. 문헌연구는 정부기능분류체계와 단위과제카드, 관계법령을 중심으로 수행하였다. 문헌연구를 통해, 현재 정부기능분류체계가 중앙부처와 지방정부간의 업무기능을 이원적으로 구성한 조직분류 형태를 띄고 있고, 업무기능이 아닌 수행업무를 중심으로 업무를 분류함에 따라 조직 간에 업무가 분절되어 있음을 도출하였다. 정부기능분류체계의 역할을 회복하기 위한 방안을 제시하기 위하여, ‘문화재관리’의 대표적인 협업업무인 ‘문화재 지정’, ‘현상변경신고 업무’를 대상으로 정부의 업무참조모델과 조직 간 업무아키텍처를 설계하였다. 본 연구에서 제시된 업무참조모형과 업무아키텍처를 통하여, 본래 정부기능분류체계의 역할을 재인식하고, 역할 회복을 통해서 기대할 수 있는 효과와 기록관리의 편익에 대하여 제안하였다. 정부기능분류체계의 역할 회복을 위해 본 연구에서 제안하는 점은 크게 세가지이다. 첫째로, 업무참조모델이 본래 역할을 수행할 수 있도록, 업무기능이 업무재현성을 갖추어야 한다. 둘째, 업무참조모델의 역할회복을 위한 재정립과 함께, 실제 이용자의 변화관리를 위한 교육의 중요성을 인식하여야 한다. 셋째, 시스템의 구축에서 끝이 아닌, 지속적인 유지관리를 통한 개선이 필요하다. 본 연구에서 제시하는 업무참조모델은 본래의 역할을 인식시키기 위한 개념모델(conceptual model)이며, 문화재영역이라는 제한적인 범위에 한정하기 때문에 한계점이 존재한다. 후속연구를 통해 실제 제원에 적용하기 위한 방안과, 다른 업무영역에서의 추가적인 논의가 필요하다.

Instead of organizing by the task, they should organize by the type of work. A literature review was conducted to derive the present status and improvement plan of the government functional classification system. Literature study was centered on government functional classification system, unit task cards, and related laws. Through literature review, it is confirmed that the government functional classification system is an organization centered classification system consisting of separate functions between central government and local government. It means that government functional classification system is not organized by business function. It creates a division between organizations. In this study, to suggest the recommendation to restore the role of the government functional classification system, it has design the government's business reference model and the business architecture of each organization in the management domain of cultural assets. Through the design model presented in this study, it propose the role of the government functional classification system and the benefits of record management expected when the role is restored. In order to restore the role of the government functional classification system, three suggestions are proposed in this study. First, the business function must faithfully reproduce the business so that the business reference model can play its role. Second, In addition to reestablishing the role of the business reference model for recovery, it should recognize the importance of education for change management of actual users. Third, it is necessary to improve the system through continuous maintenance and improvement. The business reference model presented in this study is a conceptual model for reorganizing the original role. And since it is limited to a limited range of cultural properties, there are limitations.
