청소년활동시설은 다양한 청소년프로그램과 그에 적합한 시설 및 설비 등을 갖추고 청소년 육성을 위한 터전을 제공하고 있으며, 국가의 청소년정책을 전달하는 지역사회 거점시설로 공익... 청소년활동시설은 다양한 청소년프로그램과 그에 적합한 시설 및 설비 등을 갖추고 청소년 육성을 위한 터전을 제공하고 있으며, 국가의 청소년정책을 전달하는 지역사회 거점시설로 공익적 역할을 수행하고 있다. 청소년을 둘러싼 물리적·사회적 환경은 청소년의 삶의 전반에 매우 중요한 영향을 미칠 수 있어 청소년활동시설의 성공적인 운영에 대한 현실적이고 구체적인 접근이 필요하다. 따라서 청소년활동시설 운영에 중요하게 영향을 미치는 성공요인에 관한 연구는 안정적인 청소년활동 환경 조성을 위한 기반을 마련하는데 매우 중요한 의미를 가진다. 이에 본 연구에서는 청소년활동시설 운영의 중요성공요인을 규명하고, 시설유형에 따른 상대적중요도와 우선순위를 비교·분석함으로써 각 시설의 고유목적을 달성하기 위해 필요한 기초자료를 제시하고자 한다. 청소년활동시설의 중요성공요인을 도출하기 위해 선행연구 분석 및 청소년활동시설 운영에 관한 전문적 견해를 가진 전문가 패널 15명을 대상으로 3라운드 델파이를 실시하였으며, 연구 결과 최종적으로 5개의 영역과 21개의 중요성공요인으로 구분되었다. 청소년활동시설 운영의 중요성공요인은 첫째, 인사·조직 요인의 운영대표자 경영역량 적정성, 직원의 근로여건, 직원의 전문성, 직원의 직무역량, 조직 내 의사소통, 둘째, 기획·운영 요인의 비전 및 가치공유, 전략적 계획, 예산운영, 업무분장, 셋째, 시설·안전 요인의 환경·시설의 적정성, 시설·설비 유지관리, 안전관리, 위생관리, 넷째 프로그램·사업 요인의 프로그램 운영실적, 프로그램 개발, 프로그램 전문성, 프로그램 평가관리, 다섯째, 대외협력·홍보 요인의 외적지원체계 구축, 청소년 정책환경 이해, 마케팅·홍보관리, 이용자 모니터링으로 선정되었다. 이같이 도출된 21개 중요성공요인에 대한 상대적중요도 및 우선순위를 분석하고자 청소년활동시설 종사자 134명을 대상으로 AHP조사를 실시하였다. 전체 중요성공요인 분석 결과 안전관리 요인의 중요도가 가장 높게 보았으며 프로그램 전문성, 비전 및 가치공유, 조직 내 의사소통, 청소년 정책환경 이해 순으로 중요하다고 나타났다. 반면 프로그램 개발과 프로그램 운영실적 요인은 모든 유형에서 매우 낮은 중요도를 보였다. 청소년활동시설 유형에 따른 중요성공요인에 대한 상대적중요도 및 우선순위를 분석한 결과 생활권 유형에서는 인사·조직 요인 영역, 자연권 유형에서는 시설·안전 요인 영역을 중요하다고 평가하였다. 공통적으로 선정한 중요성공요인들은 안전관리, 프로그램 전문성, 조직 내 의사소통, 직원의 근로여건, 업무분장 등 5개 요인으로 나타났다. 또한 청소년수련관 및 청소년문화의 집은 비전 및 가치공유, 청소년수련원은 프로그램 전문성, 유스호스텔은 청소년정책환경이해, 청소년야영장은 환경·시설의 적정성을 가장 높게 평가하여 시설 종류에 따라 매우 큰 차이를 나타냈다. 청소년활동시설 중요성공요인 중 우선적으로 관리해야 하는 요인은 안전관리 요인으로 안전관리 컨설팅, 전문가 양성과정 활성화 등 대책 마련을 통해 안전한 청소년활동 환경조성이 필요하다. 또한 프로그램 전문성은 직원의 전문성, 직무역량, 프로그램 개발, 프로그램 평가 관리 등 다양한 요인들과 유기적으로 연관되어 있으므로 종합적인 관점에서 발전가능성을 모색하여야 한다. 마지막으로 급변하는 청소년정책환경에 신속하게 대응할 수 있도록 전반적인 청소년활동 정보관리시스템에 대한 개선방안이 마련되어야 한다. 이러한 중요성공요인에 대한 연구결과를 바탕으로 청소년활동시설 유형에 따른 구체적인 역할을 인식하는 계기를 마련하였으며, 체계적인 운영·관리모델을 구축하기 위한 자료를 제공했다는 점에서 실용적인 접근이라 볼 수 있다.

A youth activity facility equips with a variety of appropriate youth programs, facilities and equipment, thus providing the base of training to youths and playing the role of practicing public interest as a base facility of delivering national youth policies. Since physical/social environment around youths can have a very important effect on the whole life of youths, it is necessary to approach to the successful operation of youth activity facilities in a realistic and specific manner. In this vein, studies on the important success factors of operation of youth activity facilities have a very significant meaning for the preparation of a base on which environment can be created for youth's stable activities. The purpose of this study was to examine the important success factors of operation of youth activity facilities and then comparatively look into the relative importance and priority of the factors according to the types of facilities, thus presenting basic data on the achievement of unique goals of every facility. In order to find out the important success factors of youth activity facilities, this study analyzed preceding studies and carried out a 3-round Delphi analysis with 15 panels of experts who had special knowledge on the operation of youth activity facilities. As a result, 5 areas and 21 important success factors were found. The important success factors of operation of youth activity facilities were (1) in the area of personnel/organization, the appropriateness of operating manager's management ability, employee's working condition, employee's expertise, employee's job ability and organizational communication; (2) in the area of planning/operating, sharing visions and values, strategic planning, budget operation and division of works; (3) in the area of facility/safety, the appropriateness of environment/facilities, the maintenance management of facilities/equipment, safety management and sanitary control; (4) in the area of programs/businesses, the operational performance of programs, program development, program specialty and program assessment management; and (5) in the area of external cooperation/public relations, construction of external support systems, understanding of circumstances for youth policies, marketing/public relation management and user monitoring. In order to analyze the relative importance and priority of above 21 important success factors drawn, an AHP survey of 134 employees in youth activity facilities was carried out. Study findings are as follows: Among important success factors, the importance of safety management was most high, and it was followed by program specialty, sharing of visions and values, organizational communication and understanding of circumstances for youth policies, in order. On the other hand, program development and operational performance of programs presented very low importance in all the areas. Regarding the relative importance and priority of important success factors according to the types of youth activity facilities, the factor of personnel/organization was assessed to be important in the type of life facility, whereas the factor of facility/safety was assessed to be important in the type of natural facility. Commonly important success factors were such 5 ones as safety management, program specialty, organizational communication, employee's working condition and division of works. In addition, youth training centers and youth cultural centers most highly assessed sharing of visions and values; youth training facilities, program specialty; and youth hostels, the appropriateness of environment/facilities, thus presenting much difference by the kinds of facilities. The most preferentially managed factor among the important success factors of youth activity facilities was the factor of safety management. Therefore, it is necessary to create environment that guarantees the safety of youth's activities by establishing such strategies as safety management consulting and the activation of specialist training courses. In addition, since program specialty is organically linked to such diverse factors as employee's expertise, job ability, program development and program assessment management, it is necessary to grope after the developmental potentials of program specialty from an all-inclusive perspective. Finally, in order to cope with the radically changing circumstances for youth policies, it is necessary to establish an improvement plan of information management system for youth activities in general.
