The purpose of this study is to analyze the perceptions of teachers working in elementary, junior high, and high schools located in Gangwon-do on integrity among teachers, factors influencing integrity, opinions on the measure to improve integrity level, awareness on the improper solicitation and graft act, understanding level, opinions on expected function of the law, opinions about ethical conflicts resulted from execution of the law, and future improvement and draw a conclusion. To achieve this study purpose, the study questions described as below are made. Firstly, what kind of difference does exist in the perception of integrity among teachers by background variable? Secondly, what kind of difference does exist in perception of the improper solicitation and graft act among teachers by background variable? To closely examine those questions, the concept of public corruption and its cause, concept of integrity and results from a survey on integrity, historic background of the improper solicitation and graft act and its main content were studied. The category of The category of study research on perception of integrity among teachers was divided into total 7 sub-categories, integrity recognized by teachers, factors influencing integrity, opinions on a measure to improve integrity, understanding and awareness of the improper solicitation and graft act, opinions on expected social functions, opinions on ethical conflicts related to the improper solicitation and graft act, and future plan for improvement, based on this theoretical background. This study collected opinions by using a questionnaire with 389 teachers working in elementary, junior high, and high schools located in Gangwon-do and IBM SPSS Statistics 24(Windows) was used to analyze study data. Objective methods used for statistical analysis are as follows. Firstly, cross tabulation was conducted to find out the difference in responses to the measure to improve integrity, opinions on factors influencing integrity of teachers, and teachers' perception on integrity by background variable. Secondly, cross tabulation was conducted to find out the difference in the response to teachers' understanding on the improper solicitation and graft act, opinions on expected social functions made by execution of the law, opinions on ethical conflicts, and future plan for improvement by background variables Results from the analysis are described as follows. Firstly, according to the result from the analysis on teachers' integrity, most of the respondents think themselves as a man of integrity. Secondly, teachers assume that integrity level is correlated with various forms of external pressure, conservative organizational culture, promotion, and human resource management, compassionate reprimand, and audit. Teachers are not only required to make efforts for improving internal integrity level among teachers for prevention of public corruption and improvement of integrity but also required to more pay attention to improving teachers' integrity perceived by general public and consumers of education in external environments. Thirdly, all of the respondents answered that the various measures described above to improve integrity level influence actual improvement and especially, the respondents thought that autonomous measures and improvement of promotion and human resource management more positively influence on increasing integrity than legal sanction. Fourthly, in the context of the improper solicitation and graft act, the clauses that the teachers most well understand were about less than 100,000-won value of congratulatory, gift less than 50,000 won, and dine treats less than 30,000 won. On the other hand, most of the respondents answered that they do not know about difference between purpose of prosecution of the law and existing briberies, 14 fields with frequent corruptions, and permitted money and goods, and 7 exceptional reasons for dishonest solicitation. Instead of making teachers to memorize every details of amounts of cash trades, it is recommended to provide education for teachers to understand the principle of integrity that public officials need to have and overall meaning of the the improper solicitation and graft act. Fifthly, among many opinions on the improvement of improper solicitation and graft act, many respondents said that the subject of the law need to be high-level officials. And most of other respondents said that it has to maintain the existing law, however, they agreed on the opinion that it needs to liberalize some parts of judgement on the works related with student and teacher and the respondents responded to the clause requiring to immediately when receiving an offer of dishonest solicitation and cash trade with the answer saying that it should not be reprimanded in case of refusing solicitation or returning money, therefore, those opinions need to be reflected when reforming the law in the future. Lastly, since enforcement ordinance for the improper solicitation and graft act is expected to be revised, it needs to conduct consistent studies of perception of teachers on the enforcement ordinance which will be revised in the future.
