In this research, Story-Plan technique(hereinafter referred to as S-P) is proposed as a new methodology for analyzing the cause of repeated failures of preexisting urban/region regeneration projects.
In addition, to demonstrate such methodology, the tea culture․industry in Gangjin-Gun are reprocessed for convergence․complexation, and a plan to use them as resources is sought to establish core strategies for regeneration of regions in depression. Initially, main resources will be secured based on investigation of resources and through a story-telling on such resources, diverse project items will be brought up for discussion. Such items involve arguing back and forth depending on interests, ideas and religions such as regions and echelons.
Utilization of S-P, a stage beyond storytelling methodology, permits a comprehensive view on such problems. It empirically shows that the decisive central axis capable of contributing to activation of mutually different items requires a course of derivation. Such items and the central axis go through stages of S-P concept→S-P character→S-P synopsis based on cooperation between convergence․complex groups and residents, and be written as S-P.
Accordingly, methodology for investigation of resources and methodology for story telling need to be organized, and a new stage of concept known as S-P need to be substituted in between the stages of humanistic story-telling and technological master-plan to propose a new convergent․complex methodology.
S-P is a compound word for story and plan. To be exact, it is a humanistic․technological interstage in between story-telling and master plan.
S-P technique is a ‘story map’. It’s rather a ‘blue-print for items’ than technological blue-print or drawing. S-P technique is a method for determining directions through communicating and admitting the differences between engineering and humanities or between school systems.
S-P technique prevents story-telling from leading itself to delusions consisting of no possibility of realization. It warns temporary measures taken to supplement insufficient investigation of resources, act of manipulation through emulating something that does not exist, and events incapable of securing sustainability.
S-P technique authorizes vitality so that the master plan is established and progressed with a story. It can be observed that when items required for determining direction of the plan establishment are provided, the plan becomes actualized and forms network among people, which then results in explosive support growth.
It may cancel out the gap between plans, and create synergy effect through branding of plans, and serve as the standard for inspection capable of adjusting errors in urban master plan and reviewing stages regarding fields of urban/region development. S-P technique can ben seen as an extension of positioning created based on the two aspects of branding concept and communication tool of which the story-telling took charge for urban/region regeneration.
Establishment of S-P, another name for the process of securing central axis through sources of story-telling, reinterpreting resources of region and planning a combined story based on resident participation, must be set as a required condition for constructing urban/region master plans.
To provide such empirical case, S-P is established through resources investigation on tea culture․industry in Gangjin-Gun, story-telling and governance synthesizing, and mid/long-term plan to use them as resources is sought. As a result of extracting key words for tea culture․industry in Gangjin through S-P technique, the following S-P sources were deducted.

1. Dashingyea, the first ‘cooperative union where production and cultural amusement coexisted’, which cannot easily be found in the historical development of world’s agriculture which can be divided into plantation agriculture and self-management agriculture.
2. Chanori Bonsan of scholars of Joseon as a window for creation of new agenda and governance through Korean-style tea garden culture.
3. Value of Gangjin’s tea culture as a culture embracing differences of religions, ideas, cultures and echelons.
4. Expansion of tea road. Enlarging scope of tea road through globalization road through Hamel, Byeongyeong merchant’s(tea merchant of Joseon) business road, Korea/China/Japan tea-ceramic road, ceramic road, Dasan’s banishment road and tea road.
5. Pass down of diverse teas through Dasan such as Choui’s Hwangcha, Baekwoon-Dong Byeongcha, Borimsa’s Doncha and Naju Bulhoesa’s Dancha, and restoration of Baegunokpancha and Kemlengwalsancha, and creative industrialization.

It becomes work if weight is attached to result, but it becomes game when the course is enjoyed. The killer content for Gangjin’s tea culture․industry determined through S-P is ‘Korean-style Tea-Garden Party’ or “Chanori”. Instead of viewing tea from cultural and industrial aspect, it can be restructured as ‘entertainment culture for amusement and feast’ beyond work and labor. Based on such restructuring, diverse convergent․complex cultures and industries can be developed to set strategies for region regeneration.
The story plan source established based on S-P technique through stages of resources investigation and story-telling will not only provide plans to use tea culture․industry in Gangjin-Gun as resources in the future, but it will be proposed as the central axis for a research on establishment of strategies for convergent․complex region regeneration.
