현재 우리가 살아가는 사회는 국가의 근간에 있어 문화 예술 분야가 매우 중요한 성장 동력으로 자리 잡고 있다. 때문에 예술을 생산해내는 예술인들의 삶이 질적으로 향상되고 지위가 존중... 현재 우리가 살아가는 사회는 국가의 근간에 있어 문화 예술 분야가 매우 중요한 성장 동력으로 자리 잡고 있다. 때문에 예술을 생산해내는 예술인들의 삶이 질적으로 향상되고 지위가 존중될 수 있을 때 문화 예술 수요자들이 향유할 수 있는 예술 역시 지속적인 발전을 이룰 수 있을 것이다. 모든 예술인들이 재정적인 중압감이 없는 상태에서 자유로운 창작활동을 할 수 있다면 좋겠지만 안타깝게도 순수하게 예술 활동만으로 안정적인 생계유지가 가능한 ‘전업 예술인’은 극소수에 불과하다. 현재 국내의 문화 예술의 국정 정책 방향은 예술 향유의 소외 계층에 염두를 두고 있으며 그들의 삶의 질과 행복감이 높아 질 수 있도록 하는데 목적을 두고 있다. 이에 따라 예술을 향유하는 수요자인 국민들에 대한 문화예술 혜택은 점차 나아지고 있는 추세이지만 정작 문화예술을 창작하는 생산자 입장의 예술인들에 대한 배려와 지원은 소액의 생활금 지급, 전시, 공연 지원, 창작스튜디오 운영 등과 같은 간접적인 지원방법으로 아직까지도 많이 부족한 실정이며 현재 운영 중인 지원 방법은 환경 자체의 개선이 아닌 순간적인 위기모면 식의 지원 정책이 대다수를 이루고 있다. 때문에 일부 성공한 극소수의 예술인들을 제외하고는 현재 국내의 예술인들의 경제적, 사회적 지위는 국가의 시장 성장 및 쇠퇴하는 상관없이 빈곤에 가까운 현실을 벗어나지 못하고 있다. 우리나라는 2003년 故 구본주 조각가의 교통사고 보험 소송 사건과 2011년 故 최고은 시나리오 작가의 생활고로 인한 사망 사건을 계기로 ‘예술인 복지’에 대한 필요성을 인지 한 후 꾸준히 국회의원과 문화예술 저명인들의 노력으로 2012년 비로소 「예술인 복지법」이 시행되었으며 ‘한국예술인복지재단’을 설립하고 예술인에 대한 복지 지원을 위한 정책들을 시행해왔다. 이에 따라 본 논문에서는 복지 혜택을 받기 위한 대상의 명확화를 위해 예술인에 대한 정의와 그 범위에 대해서 논하고 일반적인 사회복지와 예술인복지에 대한 개념을 살펴본다. 그리고 국내 예술인 복지법이 시행된 배경에 있는 일련의 사건과 제·개정과정을 통해 예술인복지법을 연구한 후 국내에서 예술인 복지를 실현하고 있는 기관들의 여러 복지 사업의 형태를 알고 해외 예술인 복지사례와 비교 분석하여 국내 예술인 복지 정책에 대한 문제점과 개선방안을 제시하였다. ‘예술 활동 증명’ 절차와 기준에 대한 개선과 ‘예술인 복지 지원 정책’의 체계성을 세우고 ‘예술인 보험료’ 지원 확대와 현 문화예술분야의 불공정 관행을 바로잡기 위해서는 복지 혜택을 받을 대상자인 예술인에 대한 기준을 바로 세워 되도록 공평한 대우가 모두에게 돌아갈 수 있게 하고, 예술인복지정책의 일환으로 시행 중인 사업의 대부분이 단발적인 구제 형태를 띄고 있기 때문에 기본적인 환경 개선으로 복지사업의 중점을 두고 이러한 가장 기본적인 내용부터 보완해 나갈 때 국가 예술의 발전 역시 이루어 질 수 있을 것이다.

It would be great if every artist can freely concentrate on their creative activities with no financial pressure. Unfortunately, in reality, there are only few 'full-time artists' who can stably manage their livelihood only with artistic activities. Currently, the Korean government policies of culture & art consider the group alienated from art, and also aim to improve the quality of their lives and their happiness. Even though the culture & art-related benefits to people consuming/enjoying art are gradually getting better, the consideration and support for artists producing/creating culture & art are still insufficient with indirect support methods such as paying a small amount of living expenses, supporting exhibits/performances, and operating studios for creation. Since the current support methods are mostly based on such instant and temporary policies, rather than improving the environment itself, except for some successful artists, the current economic/social status of domestic artists does not get out of poverty regardless of the national market growth or decline. After understanding the necessity of 'welfare for artists' with the chance of the late sculptor, Gu, Bon Joo's traffic accident insurance lawsuit(2003) and the late screenwriter, Choi, Go Eun's death from hardships of life, finally in 2012,「The Artists Welfare Act」 was enforced with continuous efforts of members of the National Assembly and celebrities related to culture & art. Establishing ‘Korean Artist Welfare Foundation’, the welfare policies for artists have been implemented. In order to clarify the recipient of welfare benefits, this discusses the definition and range of artists, and also examines the concept of general social welfare and artists welfare. After researching 'The Artists Welfare Act' through the series of incidents and the process of enactment/revision working as the background of the Act, it suggested problems and improvement measures of domestic artists welfare policies by understanding the different forms of diverse welfare projects of institutes realizing domestic artists welfare, and also comparatively analyzing them with foreign cases of artists welfare. In order to improve the procedure/standard of 'proof of artistic activities’, set up systemicity of ‘artists welfare support policies’, expand the support of ‘insurance for artists’, and correct unfair practices in the current culture & art area, the standard of artist recipients of welfare benefits should be correctly established, so that everyone should be treated fairly.
