21세기에 접어들면서 세계 여러 나라들은 자국의 국제위상을 증진하고 국가 이익을 최대화하기 위해 자국어를 적극적으로 보급하고 있다. 자국어 교육의 질을 높이는 데 제일 중요한 것은 ... 21세기에 접어들면서 세계 여러 나라들은 자국의 국제위상을 증진하고 국가 이익을 최대화하기 위해 자국어를 적극적으로 보급하고 있다. 자국어 교육의 질을 높이는 데 제일 중요한 것은 교육을 담당하는 교사의 질을 제고하고 이들을 위한 실효성이 있고 체계적인 정책이 뒷받침되어야 한다는 것이다. 한국어교원정책은 국어기본법의 제정으로 교원의 양성 및 자격 제도가 확립되어 있지만 교원의 임용･대우･재교육 등을 포함한 체계적인 교원정책이 부재하다. 외국어로서의 한어교사정책은 중국 국내외 교육 현장을 기준으로 각각 대외한어교사정책과 국제한어교사정책을 실시하고 있다. 대외한어교사의 경우에는 교사의 양성･인증･임용･재교육까지 제도적으로 정착되어 있지만 국제한어교사의 경우에는 교사의 양성･인증･임용･재교육 체계가 구축되어 있지만 실제 운영에 있어서 해결하지 못한 문제들이 남아 있다. 본 연구는 조사와 문헌 연구 방법을 통해 한국어교원 정책과 중국 외국어로서의 한어교사정책의 역사와 실제를 살펴보고 정책 목적과 목표, 관련 법령, 담당 기관, 관련 제도 측면에서 양국 외국어로서의 자국어 교사정책을 대비･분석하였다. 그리고 이러한 정부 정책과 노력을 바탕으로 한･중 외국어로서의 자국어 교사정책의 상호간 시사점을 기본 정책 방향, 관련 법령과 제도, 정책의 집행 시스템, 현장으로부터 발생하는 환류를 나눠서 살펴보았다. 궁극적으로 외국어로서의 자국어교사정책의 핵심 문제는 교사 전문성 제고 및 교사 직업 안정성을 위한 제도적인 지원이다. 교사의 질과 직업 안정성을 위한 체계적인 교사 정책이 확립되면 양성된 전문가들은 자국어 교육 현장에서 학생들에게 질 높은 교육을 제공하여 자국어 교육의 수요를 늘릴 수 있을 것이다. 이를 위해서는 관련 기관뿐만 아니라 교육계 내부의 자발적인 노력도 기울여야 교사의 미래 또한 밝아질 수 있을 것이다.

In order to improve teachers' professional ability, Many countries implement native language teacher policies to train their teachers and protect the teacher`s interests. Native language Teacher Policies as a foreign language in Korea base on the Korean Basic Law. The Korean Basic Law established Korean Language Teacher Training and qualification system, but not include teacher`s employment and retraining. Chinese as a foreign language teacher policies include national Chinese language teacher policy and international Chinese language teacher policy. National Chinese language teacher policies as a foreign language have formed a complete system about the teachers` training, certification, employment and retraining. The international Chinese language teacher policies are built, but the problems were not resolved in the actual operation. Using the survey and literature research methods, this study compared the history and current situation of native language teacher policy as a foreign language in China and South Korea, such as policy goals and objectives, laws, National Institutions. The key issue of the national language teacher policy as a foreign language is the teacher expertise and occupational stability.
