This study aims to suggest the policy for revitalization of the Korean language dissemination overseas in line with the globalization of the 21st century. Korean language as a major hub of cultural diplomacy is rapidly spreading across the whole world, even to African regions.
The Korean Wave, which brings pop-Korean culture overseas, whether through K-Pop, movies, TV dramas and fashion, and also rapid economic development, has really grown compared to past decades. Since the 1990s, the Korean language has played a considerable role with activities in terms of increasing the number of Korean language learners according to increased demand for the Korean language overseas. On the other hand, some leading countries such as England, France, Germany, Spain, Japan, and China, also have been making efforts for the dissemination of their own languages and cultures. Further, the environment of Korean language education has gradually improved under the support of the Korean government. In this respect, the Korean language has also become an influential factor for improvement of the country's image and economic growth as a new trend, helping the nation's development and preserving its identity as a main performer in the present and future.
The King Sejong Institute is a representative example, having been established abroad by the Korean government's dedicated support in 2007. It is a focus of the institute that the subjects of education are almost exclusively those who want to learn the Korean language as a foreign or second language, and include academics, researchers, athletes, scientists, and artists, and other exceptionally talented people. Recently, the King Sejong Institute has been integrating other Korean language education institutes overseas. The integrated infrastructure of King Sejong Institute across the world will set up a successful road map to coordinated development and is key to maintaining and developing its ideals and values. Since the King Sejong Institute was established, it has definitely provided a profound means of Korean language dissemination, improving and strengthening the bond between countries with powerful momentum to spread Korean language. The institute’s low cost and high efficiency is another novel attribute that will be a model for dissemination of the Korean language.
Now, we need to review and inspect the King Sejong Institute to improve the system and management for the future. First of all, this study reviewed the principle of interculturalism which is the purpose of establishment of the King Sejong Institute. Interculturalism means a mutual interchange of cultures and languages to avoid linguistic and cultural conflicts. These are the reasons the King Sejong Institute can contribute to both Korea and a partner country, and make a linkage between them. First of all, one of the most important things as a precondition is that the Korean language dissemination will be carried out on the basis of mutual language respect, understanding and cultural interchange beyond nationalism, not with a dominating language, or one-sided dissemination. The King Sejong Institute will contribute to a better and deeper mutual understanding of Korea and promote Korean language education overseas with various dynamic methods. This means that we need shared values and interests for this study. It is important to survey the efforts of the Korean government for Korean language dissemination. So far since 2000, eight government divisions of Korea have shown a great interest in overseas dissemination. The is a description of related government branches, the role of the related institute, and its relationship to the institute’s work.
This study is consisted in 6 chapters. The main point according to each chapter is the following: Chapter 1 introduced the goals, needs, methods of the study, and pre-research of Korean language dissemination.
Chapter 2 surveyed directions of language dissemination policy. For this, I classified a general theory of language dissemination policy, the policy theory of Korean language dissemination overseas, and its reflection. In a general theory of language dissemination policy, I looked into the language dissemination policy according to language characteristics, language environment, international influence, and language dissemination policy as a foreign language. This section also looks at the policy theory of Korean language dissemination overseas, the necessity of Korean language dissemination overseas, and its significance. In the reflection of the Korean language dissemination overseas, I looked into the present condition and activity of the Korean language dissemination of government agencies. Also here, I suggested apparent problems. Chapter 3 examined the historical and regional trend of language dissemination policy. Firstly, historical trend is divided in 3 parts: the imperialism period, the postwar period, and the globalism period. In each period, I looked into the basic cause, main characteristics, and index of language dissemination. Secondly, regional trend is divided in 2 parts, Europe and Asia. Chapter 4 looked into the present condition and the point at issue of the policy of the Korean language dissemination.
There are 2 main parts: present condition of the policy of the Korean language dissemination in the King Sejong Institute, the problems of the policy of the Korean language dissemination in King Sejong Institute. In the present condition, I classified 5 parts: historical background of the establishment, structure and its role, pattern analysis, the situation of worldwide establishment, management results of language dissemination. After checking the 5 parts,
I pointed out their problems and complexities. In the problems and complexities, I classified 5 parts: designation of the establishment and management aspect, interculturalism and cultural diplomacy aspect, supply of Korean language teacher and local characterization aspect, securement of the budget and research manpower, the related laws of Korean language education and institutional aspect. Chapter 5 suggested the direction of policy for Korean language revitalization and Korean language dissemination overseas as the basis of policy issues of the King Sejong Institute which is mentioned on Chapter 4. In the suggestion regarding policy direction, I suggest improvements of the policy of Korean language dissemination, the management method of the King Sejong Institute, building the strategy for revitalization of the Korean language based on inculturalism, building the strategy for local characterization of Korean language, emphasizing the method for the related laws of Korean language education and improvement of a system.
Chapter 6 is a conclusion that summarizes the whole contents of this study for continuous Korean language dissemination: strong assistance and continued support from the Korean government is the key to the revitalization of Korean language dissemination overseas.
Revitalization of the Korean language dissemination with expansion of the King Sejong Institute will introduce the prosperity of Korea to people abroad, interacting with and respecting the learner's language and cultures in accordance with a favorable reputation.
