Strategy and language skills is a static picture of speech. This paper attempts to establish a description of verbal skills, to on with language skills stopped writing, analysis, in order to establish features with language skills, victory and it's important talk marking and so on. Such goal is to make people in wording as when, may according to the diplomatic goal to take appropriate language skills, the smooth completion of diplomacy; and as the recipient can recognize each other's language skills, experience the real diplomatic goals. On the one hand the diplomatic smooth stop. On the other hand also makes itself can take the corresponding countermeasures, for its diplomatic objectives work. This is preliminary exploration on Russian foreign language strategies and skills, to establish the description of the form of the strategy and skill in discourse, and according to the structural analysis of the advise and insults skills. What's more, we can further study the parameters on the description of other strategies and skills, in order to establish a more comprehensive system of speech strategy and skills.
