This paper is divided into five parts altogether besides preface: the first section briefly analyzes the background of the Russian national standard transformation of the popular teaching. Through the Russian teaching scale transformation of the external and internal situation of carding, discusses the second generation popular teach national standards on the development of motivation is country innovation economic growth, international competition and cooperation and the national education reform needs.
