Abstract： "Cultural exception", proposed by France at the begin-ning of the 1990s during the GATT negotiations, is aimed at ex-cluding cultural products from the international free trade. The French government use legislation and financial means to deal with the American invasion of audiovisual products and protect French cultural industries."Cultural exception"is actually a kind of cultural protectionism. The government intervention can pro-tect the national cultural industry from the competition of Ameri-can culture, but the limitations of cultural protectionist policies cannot be neglected. Government intervention and market regu-lation must keep balance to get guarantee the national culture's prosperity and the diversity of world cultures. |
