Abstract： In the process of the transformation of t raditional countries to modern countries, the old system created a unified central authority in France, getting rid of the division of the traditional state structure. However, the old system in the process of pro-moting of the construction of the modern state of France only pays attention to the shap-ing of authority, and ignored the freedom of social demands. Old system abandoned the European tradition of freedom, thus leading to the outbreak of the revolution. The revolu-tion had been in response to the demands of the society, but also eroded the authority of the state. The old system and revolution is the interaction between nation authority and society freedom. Reason of state attempts to regulate and balance between them.
