Abstract:

At present, a government leading, social participation, responsibility orientation, multi-level higher education quality assurance system has been set up in France. This system has the concept of constructivist paradigm, following the logicof public management, and has social accountability characteristics. According to the quality standards of degree of higher education to meet with the social economic development, development of the teachers and students, university's own development, the effectiveness of quality evaluation purpose, evaluation subject, evaluation process, result of evaluation in higher education is quite high in France. In order to define the university is the main responsibility of the quality, improving the initiative in the evaluation process , improving the transparency of the evaluation process and the public trust of the evaluation results, a government leading, social participation, "international vision, Chinese characteristic" higher education quality assurance system should be set up in China.It adopts the positive factors in France.
