At present, a lot of SME enterprise management method is not suitable, equipment system and process behind the times, is to form a mission to improve, especially small enterprises. This discussion declaration of important target is more North National Authority Governance System and judicial standard file basis, the analysis of birth effect of SME and the effect evaluation. This study reporting has for from the premises to the core enterprise and the industrial production of the national government organ system evaluation and rectify the and environmental protection related judicial standard file system. In addition, this study also involves the application of the declaration to help SME enterprises to improve the effectiveness of the application of personnel, financial and other methods and project planning. Based on the analysis results, this study has put forward some suitable SME enterprise scale, from the focus on the effectiveness of the application of progressive personnel.
