This paper attempts to start from the perspective of international political economics, analyze the evolution of the international petroleum format, the results of the Sino Russian oil cooperation in the international petroleum format and the dilemma of the cooperation between China and Russia. Paper consists of four chapters constitute the. In the first chapter, Chen said the evolution of international petroleum format and new characteristics, and focus on the analysis of China and Russia in the oil format position, China Russia oil cooperation potential and to pave the way. The second chapter discusses the important aspects of Sino Russian oil pause and beneficial premise, but the constraints of the oil cooperation between China and Russia is not to be ignored.
