So, the theme of this paper is to study the encouragement of the financial decentralization in Russia. From planning economic system to market economic system in transition, because the growth of political democracy, a multiparty system, Russia and unique ethnic diversity of ethical, moral and civilized needs and financial decentralization become inevitable choice of Russian federal authorities system.
