Hence, we need learn and master English, which is the one of basic requirements for the 21st century citizens. In order to meet the needs of economic and social development, the nation has set up English course as a compulsory subject at many primary schools in cities and almost all middle schools throughout the country. According to English Syllabus for Nine Year Compulsory Education (2017), the ultimate goal of English language teaching and learning is to develop the learner’s “four language skills” and to foster ability to communicate. Though the present situation in English teaching in China is quite favorable, some problems are also very outstanding, especially in minority areas. In terms of quality, students in minority areas receive less education than students in the modern cities at the same level, in other parts of the country. This investigation of English teaching and learning involved in the southeast in Guizhou (Zhouxi Yifu Middle School). The school is faced with the lack of qualification teaching staff. Study circumstances can not be satisfied by teachers and students. Thus some suggestions have been made here. Trained teachers of English should be imperative under the present circumstance in minority areas in China. Teachers should change teaching methods and develop the learner’s communicative competence in English. We should provide a good circumstance for students. We should try our best to improve the quality of students.
Ⅰ.The present situation After the new syllabus has been carried out, English teaching and learning have gone to the right track in the modern cities. Teachers have laid stress on “quality-oriented education” and paied attention to student’s ability. Students become more and more interested in English learning. They say “hello” to the foreign people confidently. Teachers and students have become more harmony than before. In minority areas, some students have lost their hearts to learn English. In order to help their students to gain more grades, some teachers have to work hard. Moreover, it is insufficient of public funds in some schools and can not provide the basic equipment for English teaching and learning. Here lay at least four problems: the quality and quantity of teaching staff, teachers’ concept of language teaching, students’ foundation and teaching aids.
