1.1 The background of the study
Since the reform and opening up, along with the industrialization and the acceleration ofprocess of urbanization in China, more and more population gradually flow from the ruralplaces into the urban areas for employment. According to the latest statistics in the NationalBureau in 2017, migrant workers have exceeded 150 million. Therefore, migrant population,as a large and special social group, is increasingly concerned by all spheres of society. One ofthe most prominent problems is that how to solve their children’s compulsory Education.

Shijiazhuang, the provincial capital of Hebei, is the center of politics, economy, scienceand technology, finance, culture and information. At present, Shijiazhuang has become one ofthe important cities in field of dominant industry and prominent economy and developmentalprospect in the north of China. In the development of city economy, though it depends on thelocal people’s hard work; the migrant workers also make a great contribution to thedevelopment of local economy. According to investigation statistics, there are about 500,000migrant workers in Shijiazhuang city, about 50,000 school-age children living with them. Tomake these migrant workers contribute to the local economic construction without anyworries, the first task is to remove their worries. And they hope that their children can enjoythe equal rights with the local students in education. Compulsory education that migrantchildren can get is the desire of the migrant workers, and how to make the migrant childrenenjoy the same treatment of the urban children is also an exploring problem in educationalsectors for a long time. As September 2017 jointly issued by the Ministry of Public Securityand the State Council about View on Further Education of Migrant Children makes clear thathow to strengthen the issues of the education of the floating population. On June 29, 2017,the committee of the National People’s Congress adopts a new revision of the CompulsoryEducation Act, which points out the importance of resolving the compulsory education of the migrant workers’ children.
The jobs of migrant workers are not stable, so most of children change their lifestylesand learning environment due to the constantly change of their parents’ jobs. The differencesof the teaching material, syllabus and teaching method have direct impact on the learningeffect. Therefore, the learning foundations of migrant workers’ children are not firm and mostof them do not have the good learning habits. Due to various objective and subjective reasons,they gradually have no interest in learning. Facing the new learning environment, atmosphere,requirements and methods, they feel confusion and helplessness in learning, especially inEnglish.
