Chapter 1 Introduction
1.1 Background

Compared with foreign countries, China is a little slow in recognizing teachingas a profession. In 1994, it is the first time in China to confirm teaching as aprofession in law. In the following years, the relevant professional behavior standardshave come into being. In 2017, teachers’ qualification system has been implementedin China, which started the expedition of teaching as a profession from the aspect oflaw. Since 1980s, people have not only admitted teaching as a profession but alsobegun to be aware that the most effective way to improve teaching quality is teachers’professional development. Teachers’ professional development is a long and dynamicprocess in which teachers get more and more professionalized through lifelongprofessional training, implementation of professional autonomy and action research.Against the background of the new curriculum, more high-quality and professionalteachers, who will enable the new curriculum to be carried out smoothly andefficiently, are urgently needed (ibid).
1.2 Reasons for choosing the topic
1.2.1 The inevitable demand of the time
Reform and development are the themes of our era. All countries in the world arethinking and seeking for the best channel to reform as well as the best opportunity ofthe development. When all the countries focus their reform and development onEducation, highlighting the historical mission of the teachers, the time will urgepeople to have to think about the question that who can win the teachers and who willwin the education in 21st century.During the period of the rapid development of economic globalization, the trendspreads quickly and unstoppably. There will be a lot of questions emerging: whatkinds of teachers in the 21st century are needed on earth? what is the highly qualifiedteacher? how to develop highly qualified teachers who are urgently needed with thedevelopment of times? The concern and research about these questions as well aseducational practical experience shows that teachers’ professional development is thesuccessful measure to improve teachers’ quality. In addition, we know that we arecurrently at the turn of the century. At the moment when we meet the arrival ofinformation age of the 21st century, in order to make our country become theimportant role in the fierce international competition, the urgent task is to improvenational citizen’s quality (Guskey 2017). The main way to improve nationalcompetitiveness is to pay more attention to teachers’ professional development andmake the country rich through science and education. As foreign languages areessential tools for international exchange, learning culture and scientific knowledge,obtaining information from the world, and mastering foreign languages today isespecially important. Foreign language teaching in middle schools is an importantsegment in language teaching, basic education and quality-oriented education (ZhangLian 2017).
