Along with the continuously deepening level of globalization, international NGOs have become a major scene. International NGOs said the length of a major multinational exercise organization administration. In the past twenty years, domestic NGOs enter Russia movement, have a major impact on Russia's political, economic and social aspects. As of 2017, sir, the Russian authorities of their governance NGOs is lax. However, at the beginning of the 21st century in Central Asia, Eastern Europe and other countries in succession of "Color Revolution", national non government organization plays the role of cause the vigilance of the Russian authorities. Then, for the consideration of all aspects of the Russian national security and the interests of the state, the Russian authorities have adopted a series of major moves in response to Russian National NGO movement. In this paper, an important assessment of domestic NGOs in the premise of Russia movement and its history, and the Russian authorities to move, the new focus is the way the Russian authorities since 2017 and its effect. Analysis framework following first part of the thesis analyzes the non national authorities to organize in Russian muster the historical background of the premise; the second section outlines its non four important stage of the growth of the organization of the authorities in Russia and motion; analysis of the third sector is non national authorities for Russia to bring the actual and potential impact; the fourth department focused assessment Putin authorities to respond to their non authorities organized a series of new move; the Fifth Department evaluation of Russia to respond to their non government organization of the move and the draw some inspiration. In this paper the application of data and case analysis, in the process of the empirical joint tries to objectively appraise Ya national non government organization in Russia movement effect. Then the progress and comprehensive evaluation of the approach to deal with the Russian authorities and its consequences. This paper thinks that the Russian authorities based on national security and political stability consideration, actively respond to domestic NGOs is needed. However, NGOs to respond to their basic needs should be consistent and stable growth of the country, and it should not violate the fundamental bias country reform and open.
