1.1 The Research Background
Since the 1990s, the reformation of higher Education in China has been set off.Higher education in China has achieved a historic leap, it is reflected two aspects:First, the scale of the higher education has enlarged: second, more and morereformation has been set off in education area. As an important part of highereducation in China, the development of vocational education has been paid more andmore attention of all circles of the society.In 1996, the Chinese vice Premier Li Lanqing paid particular attention to theimportance of the vocational education in The Third Vocational Meeting. He said thatit was time to research and solve the problem of the development of vocationaleducation. With many experts and scholars’ efforts and exploration, The Decision ofThe State Council About Promoting The Development and Reformation of VocationalEducation was promulgated. It gave the vocational education new direction todevelop. The paper presents us the basic routine and goal of development ofvocational education, provides the prefect environment for the development ofvocational education. It made vocational education in China enter a new stage. Thatmeeting has played an important role in the development of vocational education. In2017, the Premier Wen Jiabao held the State Council Executive Meeting, he talkedabout the future and research work of vocational education. Later The Decision of TheState Council About Promoting The Development of Vocational Education waspromulgated. In 2017, Wen Jiabao went to Yong Zhou to inspect the situation anddevelopment of vocational education. He stressed the importance of the developmentof vocational education again, and he advocated to develop vocational educationstrongly, to promote the reformation of vocational education,.

1.2 The Purpose and Significance of the Present Research
In Vocational College, Business English Writing is an important course. Forstudents of economy major and foreign language major it can improve students’overall English proficiency, and it causes teachers’ and students’ wide concern. Butthere are still some problems in Business English Writing in China, which mainlymanifested in two aspects: First, the English level of Vocational College students isvery poor, they have little confidence in English writing, and most of them don notknow how to study English, so they have no interest in Business English Writing.Secondly, English teachers in Vocational College use traditional teaching methods toteach Business English Writing in Vocational College. Teachers and students havelittle interaction and in the classroom they are not active, so it can not improve thestudents’ enthusiasm.
