Chapter 1 Introduction
1.1 Background of the research
The twenty-first century is an age not only of rapid development of science andtechnology but also of coexistence of multi-cultures. Due to this context, a new economic form, knowledge economy, is showing its first appearance. Globalizationhas made contact more frequent and convenient among different countries and different races. Therefore, English has become an international language among global villages. English reading plays an crucial role in how to get maximum benefits out of knowledge economy, how to grasp the latest scientific trends, and how to comprehend information technology and cultural blending. The National Education Ministry in 2017 promulgated "The Basic Requirementsof English Course Teaching in Vocational Colleges", specifying the English teaching goals: students, during 180-220 periods of study, acquiring some basic English knowledge and skills, possessing some abilities of listening, speaking, reading,writing and translating, being able to read and translate English professional materialswith the aid of dictionaries.

In this way, students can improve their English communicative competence in future. The Basic Requirements of the Ministry ofEducation emphasizes that English teaching should focus on the basic knowledge andskills of English language, at the same time, another focus should be on fosteringstudents' practical ability of communication in English. Obviously, The BasicRequirements hold the principle of application in order to foster versatile and practicalmanagement talents. The goal and principle of the Basic Requirements are makingEnglish teachers of vocational colleges (VC) introspect their English reading teachingin classroom: how to foster students' good habit of reading? how to improve theirreading ability? how to improve their ability of using English language? how tounderline the practicability and relevance of teaching contents? In order to solve theseproblems, English teachers should take their first action to reform the traditional reading teaching. Task-based language teaching (TBLT) provides English readingteaching in VC with a solid theoretical foundation and guidance to construct a newteaching idea, model and mechanism.
1.2 Problems of English reading in vocational college
The following problems have been found in English reading teaching in HebeiWomen's Vocational College:
1.2.1 The outmoded teaching concepts from teachers
The majority of teachers are sill confined by the exam-oriented concepts ofteaching, blindly pursuing the so-called "quota" and "standard". Students are wildabout passing various examinations. They view obtaining various certificates as theirultimate goal, whereas teachers regard the students' rate of passing examination as theweight of their promotion. Thus, in the process of teaching and study, teachers neglectto develop students' practical ability of communication in English.
