当今越来越明显的是人类的意识和承认对环境保护的重要性,紧迫性略论某些地方在第一个地方的环境,然后提出一些可行的解决方案对环境的保护,避免不污染最少的方式将更加明显对我们每个人的日常生活。本文主要讨论精心污染问题和气候,四个部分一起被分开,特定的主题。
Increasingly serious are today’s environment problems and more and more obvious is human beings’ awareness and acknowledgment toward the importance of environment protection, the urgency to analyze the environment of certain places at the first place and then put forward some feasible solutions for the environment protection by avoiding not the least pollution ways turns to be far more apparent for each and every of us in the daily life. However, what is a pity to say is that it is almost an inevitable trend that a main problem which can not be easily got rid of is pollution of various kinds for any modern city. As far as we know, every developed country has paid much immediate attention and timely consideration to their surrounding environment, and pollution control has been the most significant topic when talking about protecting environment. In the following what I am going to discuss elaborately are Pollution issues and Climates, four parts all together being separated from that specific topic.
First and foremost comes the air pollution and by analyzing it I will primarily work on how the statistics about air pollution has changed in recent years. It is mainly about the changes in annual average of concentration over years, the achievement rate of the environment air quality standards both about general and roadside air pollution monitoring stations. The specific pollutants that matter here are SO2, NO2, SPM and OX, all of which are generally believed as the main components that cause the so-called air pollution to a large extent. All those are somewhat responsible for the bad health, the terrible air condition and rather low visibility across the whole city as air pollution is directly related to citizen’s health and climate changes[ %20Quality%20of%20Tokyo.pdf And %20Pollution%20Control.pdf].
The graph in the below, from a Japanese organization, shows that Tokyo’s air is getting better and better owing to the co-occurrence of the decrease of SO2, NO2, SPM, OX and other poisonous stuff. Though those poisonous stuffs will sometimes grow up in the whole process out of the unsuitable control, their concentration presents a downward trend over years as is really pleasant and relieving to human beings as Tokyo’s air quality has been dramatically improved. Speaking of the achievement rate of the environment air quality standards both about general and roadside air pollution monitoring stations, NO2 and SPM tend to show large fluctuations in recent years and mostly are in increase though. Maybe it is because that the realization of the significance to control and monitor their content has not been aroused by human beings either the government officers or the ordinary people. 

Thus, we can imagine that the results will indicate that the photochemical oxidants has as well not achieved the Environmental Air Quality Standard which can be shown through the calculation of the number of days when hourly ozone concentrations exceeding 0.12 ppm. 
From the above graph, we can see that the number of days when hourly ozone concentrations exceeding 0.12 ppm still tends to be large even after so many years’ efforts to improve on the environment. Therefore the view from the TMG office is really a blur and the distance human beings can see is much limited. In order to change such a terrible condition, the Tokyo residents have spared no efforts to control the air pollution, among whom TMG monitoring the status of air pollution for 24 hours a day, 7 days a week, at air pollution monitoring stations installed at various locations in the Tokyo area. Moreover, the Air Pollution Monitoring System used for monitoring the atmosphere of Tokyo 24 hours a day at 82 locations is also introduced here to help control the air pollution, contributing to the putting forward of the effective methods against vehicle exhaust pollution, methods against diesel vehicle exhaust, methods against vehicle NOX emissions and methods for stationary sources by proposing several regulations and then applying and enforcing them ever since. These methods being raised in this way is due to that they account for approximately all of the emissions that are highly relevant to respiratory diseases and pollen allergies and thus have to be prevented.
With the air pollution being in minute discussed in the above, what comes next at the list is the water pollution. One can not live without water, but human beings have taken it for granted that water will be here and there and can be supplied endlessly, taking no regard of the problem of water pollution. Water pollution has direct and lethal impact on foods and drinking water[2 %20Quality%20of%20Tokyo.pdf and ] to human life and livelihood and the emerging problems caused by water pollution show us that it is now high time to radically probe into the essence of water pollution in hope for the suitable and preventive measures to prevent the crisis from occurring in the first place. Only in this way can human beings benefit a lot from within and the whole country in the long run. 
It is recorded that the problem of water pollution in Japan has turned out before industrial modernization and then was step by step increased accompanying the growth of industry in various areas of Japan. The main causes that contribute to water pollution in Tokyo can be summarized as the following: waste water from pater mills, factory effluents, industrial waste, high population density and industrial activities in the local places and other influential causes as well. During the 1960s, Tokyo had surprisingly serious water pollution as it is intensified by the rapid economic growth at that period. 
However, in 1967, government took action and published basic laws and regulations to control water pollution, followed by constant revisions of them by learning lessons when they are applied. And later in 1971, the Environment Agency was established, the administrative to manage and control water environments in Japan being turned over to this organization afterwards. In the end, a legal system for placing restrictions on the total allowable pollutants into the waters has been tested to be indispensable for the solving of the water pollution. In addition, the Tokyo residents themselves should also try to perform well even to every little thing every day with might and main so as not to bring out the water pollution. 
Pollution issues having been completed, a project about Super Eco-town will be at length explained in the below. It is a project initiated based on the climate change, which has now developed to deal with several related issues, such as energy, natural environment, air quality control, pollution control, waste management, internet network and other issues. Detailed speaking, TMG has announced its terminal aim of reducing the emissions of Greenhouse Gases (GHG) for the sake of all the human beings which will ask for the cooperation and efforts of all people to implement programs and systems designed for large and sustained Greenhouse Gases (GHG) emission reductions so as to improve the climate in a certain degree. 
Furthermore, in order to mitigate the climate change crisis, an energy-efficient economy for effective use of energy will be brought about and can be achieved by the joint efforts both from the demand aspect and the supply aspect, the former can be satisfied by advocating energy saving which can realize the maximization of energy utilization based on the fixed resources while the latter can be come true by ingraining all the human beings with the idea of low-carbon distributed energy, like solar energy, wind energy, geothermal energy, biological energy, tidal energy and other renewable energy sources. Measures will also be taken to preserve greenery and encourage more and more greening in both the urban and rural areas in Tokyo which are nowadays considerably shrinking and will continue to decrease if not controlled as before. The protection on natural habitats should also be taken into consideration as it actually matters a lot for the biodiversity sustainability for the whole country.
What must be referred to is that TMG has invited private businesses to establish waste treatment and recycling facilities, also eight facilities have begun to work for waste management so far, resulting in the environment across Tokyo having been stably improving over the past few years. Waste will pollute earth, air, and water if we don’t care about it and Tokyo has a smart and logical management[3 ] for it. And speaking of waste management, the first top priority is the idea of recycling as has not been realized by a great majority of human beings which can be seen from the ubiquitous phenomenon of the illegal dumping of rubbish of many kinds. That is to say, managing the waste should turn it to be something useful again by reproduction or disposal without causing any damage to human beings, the so-called the reuse of waste to make waste profitable in an endless recycle in the long term. Last but not the least is that TCG also dedicates to the improve of climate situation through the network by taking advantage of its strength to spread of the essentiality of the international cooperation to tackle global warming to benefit themselves and generations to come in the future as the matter of climate is surely a global matter that will last forever in the world level. 
Through the associated efforts of all the above factors: energy, natural environment, air quality control, pollution control, waste management, internet network and other issues all together, there is no doubt that the climate state will turn to be better and better sooner or later in the end. The respective one of the above can contribute to the appearance of an ameliorative climate condition more or less, thus the integration of the above four ways can definitely lead to the improvement of climate more or less. However, the integration of all the four factors together will be hard to carry out, it still need to be tried with the benefits it will bring when taking effect. 
The successful realization of Tokyo climate change strategies has favorably made five achievements in all, which are cap-and-trade and other innovative programs in collaboration with Tokyo business and industry organization; green buildings: a new era; creating and promoting low-carbon business models; enhancing programs to promote the Tokyo climate change strategy; sharing innovative policies with the world. And the specific ways to enhance Japan’s climate change strategies are as follows: introducing an effective cap-and trade program based on mandatory reduction of total emissions; promoting low-carbon buildings; introducing fuel efficiency regulations to reduce total Greenhouse Gas (GHG) Emissions from motor vehicles; dramatically increasing the use of renewable energy and new system to promote reduction of CO2 Emissions from plastics. Similarly available is that the integration of all the five ways in the above together will be hard to carry out, it still need to be tried with the benefits it will bring when taking effect. In this article named “Tokyo Climate Change Strategy: Progress Report and Future Vision”, it also illustrates that the initiatives of Tokyo have set examples for other countries in the whole world to refer to as they are also innovative on the international level and have attracted great interest and received wide popularity from overseas. Climate changes gains its harm in recent years, especially for countries and cities like Japan and Tokyo[4 and ]. What I have got from this article is that Tokyo Metropolitan Government has a clear purpose to cooperate with business companies and the whole world to solve climate changes. The following two tables show the countries that Tokyo has provided information in Table 1 and which are ICPA members in Table 2.

The necessity for the improvement of climate improvement is largely dependent on its adverse effects toward almost each and every existent thing in the whole world as even the slightest change in the climate can to a large degree influence the destiny for it, sometimes even completely change the track for its development ever since. It is recorded that Tokyo’s energy sector, a system used for providing power, depending heavily on fuel but is as well vulnerable to climate change in that any slight climate change, either adaption or mitigation, will greatly affect the energy sector in a way or another.
The temperature of Tokyo has increased 3 degrees Celsius out of growing urbanization, and high temperature will cause some negative influences for Tokyo, such as more requirements for power and heatstroke. The constant increase in the temperature and higher night temperature than average will sooner or later lead to the bigger demand for energy, in the end the burdens of energy sector double or even more. People live on those energies and energies relies heavily on climate change, thus we can naturally draw a conclusion that the climate change is a matter that can not be ignored and should immediately be paid attention and high premiums on by all the human beings. Accordingly, promoting comprehensive countermeasures against the climate change will be our top priority and first consideration, part of which have been stated in the above and other ways if effective for changing the current bad climate change situation can also be absolutely welcomed. 
Political issues and climates both having been expounded in the above, at the final last of this analysis, I want to express my heartfelt gratitude and sincere hope that the pollution condition and climate in Tokyo can get fully conquered in the end after the joint efforts of all the people within it. It is every person’s responsibility to protect the environment on their own voluntarily and constantly in order for achieving the dream that environmental standards for all of the important pollutants that contaminate the atmosphere can be met. Only in this way can human beings really befit themselves and others forever and keep themselves away from the adverse effects on human health out of the pollution, the action of in exchange of convenience at the cost of the environment being terribly condemned and criticized. The same case should also go to other countries all over the world if possible.
