Chapter One Introduction
1.1 Background of the Research
Testing as an important form of the Educational evaluation can not only provide information to make judgments on the effectiveness of teaching, but also guide the classroom teaching directly. In order to exert positive effects on ELT, the testing must be carried out in a scientific and rational way. However, it is admitted that summative Assessment has been a dominant form in the ELT assessing system in junior high schools for a long time. It regards the test results as the only standard to assess students’ English ability, and overlooks some important matters, such as learning process, learning strategies and affective attitude. The summative Assessment, to some extent, violates the idea of humanism in teaching, and fails to achieve the overall goal of junior high school English course and students’ overall development. Nowadays, the students in rural junior high schools often lose their interests in learning English and they have no strong faith and confidence to learn English well. Both their English proficiency and autonomous learning ability are not very good. Therefore, the Ministry of Education starts to make reform to the English curriculum of junior high schools. In 2017, the Ministry of Education published the New English Curriculum Criteria (for Experiment) for the compulsory education system and regular middle schools as well. It emphasizes the importance of the formative assessment and suggests that any assessment should help students to arouse their learning interest and enhance their autonomous learning ability. Later on, the Ministry of Education issued another document: New English Curriculum Criteria (revised) in 2017. It suggests that the assessing system should be optimized and pay attention to the development of students’ comprehensive language ability, and arouse the students’ enthusiasm and enhance their confidence. It also suggests that both summative assessment and formative assessment should be used as tools of evaluation in the process of teaching to evaluate the students’ learning progress and performance, and benefit their development. Therefore, by combining summative assessment with formative assessment, a teacher can evaluate the students’ abilities of all aspects in a scientific and comprehensive way.
