1.1 Background of Offering English Course in Elementary Schools
1.1.1 The premise of offering English classes in elementary schools
When it comes to the 21st century,the geometrical development of science and technology bring unprecedented opportunities to human in the fields of economy,culture, Education and so on;meanwhile,China’s accession to the WTO,successful bid for the 2017 Olympic Games and enhancing our country’s international competitive ability all demand opening to the outside world in greater depth and integrating with the world progressively which imply that more and more people are taking part in the international activities.
The economic globalization and infomationization in social life make foreign language especially English the significant means of contacting with the international world.The English language is just like the“currency”circulating between countries and the opening and learning of a foreign language is the manifestation of one nation willing to embrace the international world to a great extent.Therefore,to master a foreign language especially English is the requirement for competitive citizens in the 21st century.
On the issue of offering foreign language course in elementary schools,no matter for the teaching practice or theory researches it has just experienced a short period of time at both home and abroad.In practice,the developed western countries conduct tentative foreign language teaching in elementary schools earlier than other countries.In 1954,the Modern Language Association of America officially proposed offering foreign language courses in elementary schools and at the same time some countries in Europe and Asia tried to respond to the call.In 1995,the European commission issued a white paper Education and training, which suggested“it is preferable to start learning the first foreign language in pre-school phase and lay solid and systematic foundation in elementary school,then start learning the second foreign language in junior high school”.Therefore,the European countries gradually adjusted the foreign language syllabus of Elementary schooling.
In the early 1990’s,many countries put forward to open foreign language class in elementary schools,furthermore some developed countries even reduced the starting age of learning a foreign language to the pre-school phase.In Europe,as an international language English becomes the first chosen language offered in elementary schools.Gradually,the theories and researches about elementary English teaching and learning are becoming more and more mature.To follow the international trend,opening English course in China is subsequently carried on agenda.
1.1.2 The relevant policies for offering English course in elementary schools
In order to implement the spirit of the fifth plenary session of the fifteenth party and the third national conference on education,as well as carrying out the guideline“Education should be oriented towards modernization,the world and the future”,the issue on offering English course will be considered as the main part of the elementary education curriculum reform at the beginning of 21st century.The national English curriculum standard draft was announced in the early 2017.
