It has been more than 10 years since culture and arts education of Korea started. Culture and arts education has become the conversation topic of the cultural policy, as the governmental plan for vitalization of culture and arts education was established under the vision of improving quality of individual life and strengthening cultural capacity of society, the Support for Culture and Arts Education Act was enacted, and professional manpower and organizations of culture and arts education developed various programs and spread them based on two axes of school and society. In February 2014, for the first time since the culture and arts education policy was established, the Ministry of Culture, Sports and Tourism declared ‘The Medium- and Long-term Developmental Plan for Culture and Arts Education.’ Its core direction is ‘to routinize culture and arts education,’ ‘to regionalize culture and arts education,’ and ‘to substantialize culture and arts education.’ The main content of the core task contains vitalization of opportunities to experience and learn culture and arts education by linking with communities, the support for culture and arts education of communities, which reflects regional characteristics, establishment of the collaboration system for culture and arts education, discovery of various main agents for culture and arts education and cooperation among them. The key direction of this content is: first, the region-based support for culture and arts education; second, improvement of the delivery system of culture and arts education. Each core content is in the stage of being implemented in detail. In quantity, definitely culture and arts education has grown. What has been changed except for the increase in the budget and target of education? Have there been changes in quality in addition to the increase in quantity? Besides, as stated above, the direction of the culture and arts education policy is to be based on regions and to improve its delivery system. Then, what changes there have been in regions for past 10 years, how much the culture and arts education policy has grown based on the region and what limitations have been disclosed have to be investigated. This researcher starts this study by this critical mind with two purposes: as this researcher, individually, has been with the beginning and the present of culture and arts education of Ulsan, Korea, the first purpose is to organize its attainments and limitations with responsibility and expectation of the future. The second purpose is to realize core tasks of the culture and arts education policy ― improving the delivery system of culture and arts education and strengthening its regionality, as stated in the medium- and long-term developmental plan for culture and arts education ― and to search direction of the culture and arts education policy necessary for going toward what it really want to achieve in the cooperative relationship between the government and region.
