It includes culture, ideology (worldviews, ideas, values, and beliefs), norms and expectations, and identities that people inhabit, social institutions, the political structure, and the state. As is known to all, public opinions can reflect political and social ideology. Therefore, the main purpose of this is to understand how Chinese percept the concept of public opinion. Opinion expression plays an important role in the process of public opinion formation. Normally, Chinese people use Weibo as a main channel for expressing their opinions. Based on the theory of Spiral of Silence, this also discovers that what factors affect Chinese’s opinion expression on Weibo. According to the previous finding, the third argument of this is to find whether there is the Spiral of Silence Effect on Weibo by studying the factors that affect Chinese opinions expression on Weibo. This research also focuses on a controversial issue whether to support the Two Child Policy or not. In addition, the study has four main research parts . Initially，the findings from this confirm that Chinese people can correctly understand the definition of the concepts that defined by western public. And this understanding of western public opinion is not a moderator of the spiral of silence. Furthermore, the result reveals fear of isolation is negatively associated with opinion expression 1. The majority opinion climate perception and Weibo influentials opinion climate perception have weak positive correlation with opinion expression 2. These indicate that weaker effect of the Spiral of Silence on Weibo. This indicates that attitude certainty and issue involvement are not mediators of the relationship between fear of isolation and opinion expression 1. After data analysis, we found that both issue involvement and attitude have moderator effect between the isolated fear and the opinion expression 1. Finally, Attitude certainty and issue involvement have a significant positive impact on opinion expression 2. And the attitude certainty has partial mediation effect between majority opinion climate perception and opinion expression 2. But issue involvement has no moderator effect between majority opinion climate perception and opinion expression 2. Attitude certainty does not affect the effect between Weibo influencers climate perception and opinion expression 2.
