Today, the government considers that a political idea of cultural welfare belongs to the same area social welfare does. With the arising social awareness that cultural welfare should be provided to people in economic difficulty as a part of welfare, the cultural voucher program system was introduced in 2005 as a demonstration project. The cultural voucher program, which has been operated in its full-scale since 2011, is regarded as the representative cultural welfare project. In 2014, cultural voucher, tourism voucher, and sports voucher were combined into the integrated cultural voucher program. The integrated cultural voucher program planning project is designed to help the socially vulnerable people to participate in arts and cultural programs and enjoy arts and culture by providing various businesses and programs. However, the government’s frequent alterations on the program policies and the yearly changes on guidelines of the projects have resulted in complaints and confusion among the participators of the programs, and the operation of the project focusing on the performance only, such as the achievement of the target number of participants, has increased the number of amotivational participators. Nevertheless, each regional management office needs to plan and develop programs appropriate for the characteristics of participators. This study was initiated by the investigation of motivation and satisfaction of leisure activities. However, unlike previous research that focused on the general public, this study focused on the participators of the integrated cultural voucher program which is a part of the cultural welfare project. This study is distinguishable from other research as the present study focuses on the financially vulnerable class to find out the effect of the participation motive on immersion and satisfaction of the integrated cultural voucher program and proposes a plan to reduce amotivation among the participators. Appropriate sub variables for the present study were selected based on existing theories and prior research; motivation for the participation was classified into internal motivation, external motivation, or amotivation. Satisfaction was classified as psychological, educational, social, restful, physiological, or environmental satisfaction. Also, three programs and three types of the integrated cultural voucher projects were used to analyze their effects on immersion and satisfaction of programs among the participators and the possible mediating effect of immersion. The model of this study was designed with 6 hypotheses that are set up below. First, motivation of the participation in the arts and cultural programs will significantly affect immersion. Secondly, motivation of the participation in the arts and cultural programs will significantly affect satisfaction. Third, immersion of the participation in the arts and cultural programs will significantly affect satisfaction. Fourth, immersion will have a mediating effect on satisfaction. Fifth, the relationships of motivation to immersion and satisfaction will vary according to the types of programs. Sixth, the relationships of motivation to immersion and satisfaction will vary according to the types of projects. To test these hypotheses, a questionnaire was prepared based on existing theories and prior research and was distributed to 333 participators of the integrated cultural voucher program, living in Kyunggi-do. The returned questionnaires (328 out of 333 in total) were analyzed for descriptive statistics, analysis of reliability and validity, and linear regression analysis using v. 18.0 Statistical Package Program. In addition to the questionnaire, to raise the reliability of the present study and extract practical implications, in-depth interviews were conducted with onsite workers of the integrated cultural voucher programs. The results were as follows: First, for the first hypothesis stating that motivation of the participation in the arts and cultural programs will significantly affect immersion, the results showed that the internal motivation and the external motivation both have a positive (/) effect on immersion while amotivation has a negative (-) effect. Second, for the second hypothesis stating that motivation of the participation in the arts and cultural programs will significantly affect satisfaction, the results showed that the internal motivation has a positive(/) effect on all factors of satisfaction of the financially vulnerable people; vulnerable people who participated in the program with internal motivation showed the highest educational satisfaction, and people with external motivation showed the highest psychological satisfaction, while those with amotivation showed a negative(-) effect on satisfaction. Thirdly, for the third hypothesis stating that immersion of the participation in the arts and cultural programs will significantly affect satisfaction, the results showed immersion has a positive (/) effect on all sub factors of satisfaction. Fourthly, for the hypothesis stating that immersion will have a mediating effect of motivation on satisfaction, the results showed a partial mediating effect of immersion on the educational satisfaction and the social satisfaction for the internal motivation and partial mediating effect on the social satisfaction and the restful satisfaction for the external motivation. The results also showed that amotivation has a negative effect of immersion and a partial mediating effect of immersion on psychological, educational, and restful satisfaction. It was also found that except these cases, the variables have complete mediating effect. Fifthly, for the hypothesis stating that the relationships of motivation to immersion and satisfaction will vary according to the types of programs, the results showed that, in the inviting-type programs, the internal motivation showed the highest social satisfaction while the external motivat
