The purpose of this study is to analyze the difference in multicultural acceptability index of the elementary and secondary school students in Busan which is increasing the multicultural population and examine the structural relation between mass media and multicultural education experience factors that it influences on multicultural acceptability by structural equation. This study has anlayzed the problems through this result and suggested a plan for multicultural acceptability improvement in diversity, relationship and universality dimensions. This can be used for the establishment of multicultural education direction of Busan Metropolitan City Office of Education, solve many problems in a multicultural society and can be provided as a data for social unification practice. With this purpose, this study has chosen four areas : Gangseo-gu, Haeundae-gu, Saha-gu and Yeongdo-gu through Busan Metropolitan City fiscal self-reliance ratio and Busan Metropolitan City Office of Education school level, and has taken the statistics of 840 questionnaires for elementary, middle and high school students in Busan through multistage stratified sampling and proportional sampling. The SPSS 21.0 and AMOS 18.0 program was used for statistical analysis of this study. SPSS 21.0 program was applied to reliability, variance analysis and factor analysis. AMOS 18.0 program was applied to Structural Equation Modeling(SEM) and Multiple Regression Analysis. The analysis results are as follows. First, looking into the score of multicultural acceptability index of the elementary and secondary school students in Busan, the point was 73.33. Relationship was the highest and universality was the lowest among the three positions. Female students' multicultural acceptablilty was higher than male students, elementary school students' multicultural acceptability was the highest, followed by middle school students and high school students. Haeundae-gu students' multicultural acceptability was the highest ; Yeondo-gu students' was the lowest. As a higher parents' income results a higher multicultural acceptability, economic factor affects the multicultural acceptability. Second, as multicultural TV programme watching times are more, the multicultural acceptability is higher, but 31.2% students do not watch about four items. Only 46% of all students had an experience by school, elementary school students' multicultural education experience proportion was the highest and high school students' proportion was the lowest. Mass media and multicultural education experience had a direct effect on the multicultural acceptability in p<.001 level. Third, I presented the multicultural acceptability improvement plan in diversity, relationship and universality dimensions with anlayzing the problems from many factors result. For the diversity plans, there are teaching cultural symbol, cultural product, cultural custom, etc. and society, history reconstituted textbook in creative experiential activities in school and ‘Culture Experience Programme',‘Bilingual Class', ‘School Tour Multiculture Understanding Education' and so on. For the relationship plans, there are role play class or educational play, attending multicultural festivals, setting up a sisterhood relationship between general family and multicultural family, and building the infrastructure of pubilc institution and multicultural organiztion. For the universality plans, there are multicultural classes for school parents, mentoring for general family and multicultural family and teaching multicultural education with global citizen education. I expect that the elementary school students and secondary school students will grow into a person who have multicultural acceptances and become citizens who have ability with global competences by these multicultural acceptability improvement plans.
