If they collapsed, it would be possible to show closed societies and in order to overcome this concern, it is necessary for the government and public institutions to support the fundamental art fields. Internationally, it is common that the related government and public agencies universally aid the fundamental art fields. Above all, it is inevitable that the roles of the culture and arts committee are strengthened. This study investigates the problems of the art and literature promotion fund. Also, the analysis periods are from 2008 to 2012, President Lee Myung-Bak's administration, because the support policies of the art and literature promotion fun are not decided in the current President Park Geun-Hye's administration. It focuses the regular public invitation business from 2008 to 2012 through analysing the field of the plays because there some are limitations that gather the inside data of the government. In order to achieve the purposes of this study, it analyses periodical publications and policy data with theoretical consideration and advanced research. Such theoretical consideration deals with the concepts, characteristics, types of the plays, and the factors of analyses of research on the basis of the advanced research trends. Based on the advanced research, it utilizes the frameworks for content analysis methods that cover the present conditions and types among the actual conditions of the art and literature promotion fund and the present conditions of performances, productions, theaters, play organizations, and stage actors and the rate and times of visiting among general situations in the fields of the plays. It examines the actual conditions of the fund support in this field from 2008 to 2012 and the support proportion of this promotion fund. Also, it investigates the support proportion of the performing art from this fund, the support proportion of the plays from the performing art, and the scale of support by genre. It classifies the business contents by type in the fund as the creation capability enhancement of arts, the operation of space in everyday life, the local cultural art promotion, and the improvement of social value, analyzes the actual conditions of support from the fund, and suggests the following proposals. Firstly, the art and literature promotion fund should be expanded. Although there was an increasing trend from 2008 to 2012, it is a lowest point in comparison with the national sports promotional funds that increased by 21.6 per cent and the film development fund that increased by 15.9 per cent during the last five years. Also, it is quite low in comparison with the total expense of the Ministry of Culture, Sports and Tourism that increased by 9.9 per cent. Secondly, the support proportion of performing art in this fund should be expanded. Although after 2008 a total increase in the fund leading to the expansion of it for support in 2010, this fund decreased in comparison to the total promotion fund in 2012. Thirdly, it is necessary to consistently invest the creation capability enhancement business among this fund business fields. Like the cases of the art and literature promotion fund and lottery fund, it continuously decreased in the supporting fields of artistic creation but relatively increased in the cultual enjoyment support of a neglected class of people. Also, the art creation capability enhancement business decreased in the contents by type of this fund since 2008. Fourthly, the support by genre of the performing art field from the fund should equally distribute and invest the maintainable business. After searching the actual condition of support by genre, the even distribution did not appear in the fields of the plays, dancing, Western music, Korean classical music, general arts, and interdisciplinary arts. It is very significant that this promotion fund should invest the maintainable business with growth potentials. Fifthly, it is required that the expanded equal support emerges in the regular public invitation of supporting business by type from this promotion fund in the field of the plays because this did not supported the budgets particularly in the field of the plays of which the budgets accounted for 3.7 per cent in comparison with the total fund from 2008 to 2012. It is evitable to need the expanded and even budgets of the regular public invitation business by type in this field. Based on the related art and literature promotion fund, these proposals depending on research plans and analysis results are considered as useful information.
