Since the reform and opening up, migration grows fast in pace with industrialization and urbanization in China. A great amount of rural labor forces merge in major cities of almost all provinces, which contributes a lot to urban construction and development. However, it also brings challenges to the management of these floating population. It becomes an important subject that how to adjust to the new features and new demand of migration and improve the efficiency of administration creatively. Based on the research in this thesis, the main problems currently confronted by floating population management of East and West parts of China are as follows: improper living environment, unsecured legal rights, omitted fundamental interests, unequal public services, weak sense of belonging etc. For the government, major issues are: outdated management concepts, delayed effects of policies, defective policies and regulations, low socialized management, weak management at basic level, insufficient management funds. This thesis proposes an innovative theoretical orientation for floating population management by using applicable theories to solve those problems above. It includes the improvements from centralized management to diversified management, from controlling to serving. Moreover, improvement from a single, one-way and flat-dimension management method to a multi-dimension management method is also included. This thesis also suggests some practical policies, in respect to the management system reform in East and West part of China, including making innovations to floating population management system, mechanism, measures and methods, which will eventually advance the floating population management capability of East and West China government.
