Since the revision of School Health Act in 2007, the duty of health teacher is the health education and student health management. However, since the concept of health management is not stipulated by law causing mixed use of diverse concepts, it is difficult for health teachers to perform their duty in the school health field. This study is intended to help the health teacher to perform their duty by analyzing existing concept of health management and by identifying the problems. To do that, the concept of health management was analyzed in the academic aspect, administrative aspect and legal aspect and the reality of student health management and the health management cognition in the health teacher in the school health field were examined. In the results, the concept of health managent was changed from medical model to social model but the concept of the social model is still not sufficient. In the administrative aspect, the subjects of health management are mostly entire students and it is close to the social model but it is leaded by authorities and there are formal problems. The definition of the health had mixed form but the decision making for the school health policy was mostly top-down method similar to medical model. In the legal aspect, School Health Act was similar to the social model targeting the health promotion but the enforcement ordinance of School Health Act has lots of contents not conformed with the purpose of School Health Act. Except these parts, it was represented to be managed with the concept close to the medical model. In the result of in-depth interview with the health teachers, the concept of health management perceived by the health teacher was close to the social model but the actual health management was often inclined to the medical model. As a result, it was observed that due to the difficulty that the health teacher alone should handle the health problems of the students quickly to prevent the students swarming into infirmary during the breaks from absence in class, it was hard to perform the health management for the students having health problems properly and could not perform the health management for the entire students properly. Aggregating those study results, the concept of the student health management is close to the medical model giving negative influence on the student health management. Particularly, the measurre to mitigate the excessive medicalization and interventional inclination are needed and the human resources and physical support proportional to the increasing number of students visiting the infirmary. To improve the student health management, the author would like to suggest as follows. First, the definition of the health management in the school health should be change into the concept of social model. Second, there are needs to sublate the excessive top-down type decision making in the school health policy and to expand the bottom-up decision making and to do that, it needs to seek the measure to reorganize the school organization such as establishment of health department and agenda of school steering committee, etc. Third, for the social model to settle down in the school, it is necessary to build the infrastructures and to activate the network to support the reinforcement of health teacher's competence as a health management expert and to support the health management.
