The purpose of this study was to investigate the effect of satisfaction of cultural welfare program on the psychological well -being of the elderly and to examine the mediating effect of cultural capital on the relationship between the elderly cultural welfare program and psychological well-being. Based on this, I have proposed policies and practical intervention plans to improve the quality of life and enhance the happiness of the elderly. The subject of this study was the elderlies who use the elderly cultural welfare program at the 10 elderly social welfare centers in Seoul for 5 months from September 6, 2015 to February 5, 2016. Based on the random sampling method, a self-administered questionnaire survey method was conducted face-to-face. A total of 450 questionnaires were distributed and 434 questionnaires were used for statistical analysis after excluding 16 cases of insincere respondents. The cultural welfare program for the elderly, psychological well -being and cultural capital were used as the measurement tools for the research. The elderly cultural welfare program tools consisted of 30 programs in five categories: health and physical education, culture and arts, social education, social service, and employment activities. The tools for psychological well-being were divided into life satisfaction and happiness. The cultural capital tool, which is the parameter, was distinguished between cultural literacy, cultural activities, and cultural knowledge. Sobel Test was used as a method of analysis in order to perform frequency analysis, descriptive analysis, reliability and factor analysis, correlation analysis, simple/ multiple regression analysis and to verify the mediating effect. All the statistical analysis were performed at significance level of p <0.05 and analyzed using the SPSS program. The results of the study are summarized as follows. First, satisfaction of the elderly cultural welfare program had a significant effect on psychological well-being. In other words, life satisfaction, a sub-factor of psychological well-being, has a positive effect on present satisfaction only. On the other hand, it did not affect past and future life satisfaction. In addition, it showed positive effect on happiness which is a sub-factor of psychological well-being. Second, satisfaction of cultural welfare program of the elderly had a significant effect on cultural capital. In other words, elderly cultural welfare programs have a positive effect on cultural capital. In addition, cultural capital has a positive effect on life satisfaction which is a sub-factor of psychological well-being, and it has positive effect on happiness which is a sub-factor of psychological well-being as well. Third, cultural capital has an indirect mediating effect on psychological well-being. In other words, it has indirect mediating effects on life satisfaction and happiness which are sub -factors of psychological well-being. The results of this study showed that the satisfaction of cultural welfare program of the elderly is an important factor affecting their psychological well - being, and it is proved that cultural capital plays a mediating role in their psychological well-being. Based on the results of this study, I have suggested practical intervention plans for the improvement of psychological well-being of the elderly by raising life satisfaction and happiness through various cultural welfare programs of the elderly as follows. First, the study showed that the cultural welfare program for the elderly improves the psychological well-being of life satisfaction and happiness of the elderly. The results showed that the elderly cultural welfare program is very important factor for psychological well-being. Therefore, education related to the elderly cultural welfare program should be more systematically and effectively implemented. To this end, we should provide various customized education programs tailored to the characteristics of men and women and regions. We should also provide creative education and cultural programs that meet the needs and characteristics of the elderly, expand opportunities for public relations and participation, and develop psychological, physical and mental healing and prevention programs for the elderly. Therefore, it is necessary for the government to action intervention plan in various aspects such as development of elderly welfare program, construction of elderly cultural infrastructure, facility operation, and marketing. Second, satisfaction of cultural welfare program of the elderly has a positive effect on cultural capital. This indicates that the elderly cultural welfare program is a very important factor for cultural capital. Therefore, in order to improve the satisfaction of the elderly cultural welfare program, various ways of activating cultural capital intervention such as cultural literacy, cultural activities, and cultural knowledge should be sought. To this end, we should build a network of facilities and institutions to create synergistic effects with cultural capital, such as the development of programs for active participation on leisure activities, the return of cultural experience and knowledge to society, and community service. In addition, it is necessary to build and develop life satisfaction and happiness decision models that meet the needs of the elderly, such as a plan to activate the culture welfare model that suits local characteristics. Third, there were mediating effects of cultural capital on the effects of elderly cultural welfare program on psychological well-being. This indicates that cultural capital is a very important factor in satisfaction of the elderly cultural welfare program and their psychological welfare. Therefore, in order to improve the life satisfaction and happiness of psychological well-being, in-depth research into effective plan relating to cultural capital is needed. To this end, it is necessary to develop and operate a psychological and emotional program that can enhance cultural capital and enhance positive emotions such as psychological and spiritual wellbeing, self-realization, feelings of happiness, and enjoyment of the elderly.
