From the previous, it was our top priority to hold the fertile and spacious land and provide the rich food. Nevertheless, we are living in different era now. The people mainly residing in the rural area are seeking to move more developed cities to educate their children. The population of the rural area is getting decrease, while the aging of this region is worsen. It caused to slack the production activities. It is time to search some measures to activate the rural areas.
It is necessary to seek some suitable measures for the enabling rural areas. In this modern era, the certain characteristics are needed to keep the original trait of each rural area. If there is no difference between rural areas, it could be threaten the meaning of existence value. It is imperative to emphasize the need to identify and develop their original culture that the rural areas are continuously kept. It could be induced various cultural and economical results when ‘Global’ and ‘Local’ dimension is interacted each other. Furthermore, the particularities of culture have the competitiveness by itself.
Thus, we could discuss the cultural training as the measure of rural area activation. It is necessary to develop the culture holding in the certain areas. The previous generation always tries to inherit its culture to the next generation. By the continued teaching and learning, it is recorded some difficult and special things. The recorded culture is read by some people being able to do it, and arranged to teach others. The cultural training in the enabling rural areas helps the residents to uphold and develop their local culture.
Gasi-ri in Jeju Island is known as the successful village of the enabling rural areas. The residents became the operating principals and cooperated each other to re-discover the local culture pursuant to its particularities and developed it by the cultural training. It has the historical characteristic located ‘Gapmajang(Horse Tracking Course)’. To activate ‘Gapmajang’ as the significant local resources, the village association jointly raised the horses and established the museum, cultural center and creative supporting center in the certain part of co-ranch. In addition, the facilities are operated by the cooperation system consisting of local residents, operating principals and outside expert. They cooperated to develop the cultural training program for the residents and visitors as well. The cultural training of Gasi-ri is only not to increase the profit, but is to spread the cultural value of village and is to raise the pride of villagers by themselves.
The thesis is processed by the fieldwork and literature research. The fieldwork is total 5 times, and processed by the certain steps such as visiting, experiencing and interviewing. The relevant theses and research, press release and village blogs were analyzed as the literature research.
The data being collected by the fifth field work is supplemented by Internet research such as Village representative homepage and National Statistic Office. The literature research being made at the same time of the fieldwork is divided to the theory part by the relevant prior research and the case study being achieved the goal of enabling rural areas such as Gasi-ri village and processed.
Gasi-ri village is a good case that raised the profit and increased the population by the cultural training. The activation of rural areas is the continued national wide issues. To search the successful factors of Gasi-ri in the activation of rural area will be showed some cases to apply to other villages.
