Although the large-scale of new towns have been developed in order to solve the population problem in accordance with the rapid urbanization, which has led to the decline and social problems of urban areas. With a great interest in urban regeneration, it has been a critical issue for urban revitalization since 1980s' in our country. New types of urban regeneration are undertaken in various ways under the 『Urban Regeneration and Assistance Law』 conducted in 2013. Therefore, this study aims to explore various ways of implementation processes for the successful urban regeneration through the survey of experts and merchants in Changwon(Masan). For this study, an AHP technique was applied to the analysis of the processes. As a result, the experts showed that commercial activities are top priorities with a great emphasis on social regeneration, then the economic regeneration, cultural regeneration and physical environmental regeneration. As a multiple regression analysis of the survey, it proved that market activation was the great impact on the satisfaction of the urban regeneration projects and community revitalization, the visitors increase were slightly affected. And, the survey shows that almost all merchants were not satisfied with the urban regeneration projects in progress ongoing. Also, it can be seen that very few of the merchants had the intention to expand the stores in the future. However, we can see that the effect of the urban regeneration projects appeared gradually from the result that visitors to this area were increasing steadily monitored by the Changwon Urban Regeneration Center. It can be seen through the survey that there are many differences in recognition of the urban regeneration projects between experts and merchants. Because experts are actually subject to plan the project and promote, high priority areas selected for this group are likely to apply equally urban regeneration in the applied sites. In contrast, the merchants are expect to put more emphasis on areas with high satisfaction. In order to fulfill successful regeneration projects, more adequate communication with merchants are required before starting the projects. If the projects take place without adequate communication, serious side-effects will be taken place such as low participation and the distrust of the policy. The satisfaction is the assessment of merchants for regeneration projects. Therefore, through the satisfaction surveys, planners must to determine the satisfaction level of the merchants and understand their needs and find a point to improve. To induce the voluntary participation of merchants to the regeneration projects, this study suggests four critical points. First, more expanded and intensive public participation programs are needed. It is very important to increase the opportunities to express their opinions such as public hearings, opinion polls, and workshops. Second, the opportunities to improve the consciousness should be provided. It will be the motivation to eliminate the dissatisfaction about the projects for merchants by increasing the understanding of the urban regeneration projects. Third, public-private council should be operated in substance. As the role of governance is necessary, mutual understandings and agreements among the merchants and experts and the local government are needed. Fourth, all participants must share common vision and objectives for urban regeneration projects. Consequently, it is expected this study will contribute to the planning and implementation of new regeneration projects by comparing implementation process and merchants and specialists satisfaction with the regeneration projects in each commercial and shopping area.
