Ph.D With the shift towards the perception that anyone cannot be free from a latent disability due to the increase in the number of people with acquired disabilities caused by rapidly-progressing aging, accidents, or diseases, and in accordance with the increase in the disability’s external activity, ever increasing is the public concern for the barrier-free(hereinafter, referred to as ‘BF’) life environment in order to resolve the inconveniences in daily living due to physical handicaps. Accordingly, 「Barrier-Free Certification System」is implemented, the realities are that the certification results in the park area are meager, and its related researches are insufficient. Consequently, this study is aimed at deducting the BF certification evaluation indicator suited for the characteristics of a park for developing the BF-certified parks which can provide park services to a lot more physically/ mentally-impaired people by grasping the reason for low acquisition of BF certification in the park sector. To this end, this study deducted problems in the way of the itemized analysis of the current BF evaluation indicators through brainstorming of the expert group in the park field, and AHP(Analytic Hierarchy Process) survey, and deducted BF evaluation indicators, and evaluation standard improvement plan reflecting the characteristics of the parks to be developed in external space, and user needs. The following shows the research results of the improved BF evaluation indicators, which this study deducted by considering the sequential flow of park use, environmental properties, in which a park is located, and park users’ use behavior, etc. First, this study defined BF evaluation indicators in the park sector through major classification including ‘Way to the Park’, ‘Convenience facilities’, ‘Guidance facilities’, ‘Barrier-free roads’, and ‘Park facilities’, etc.. among which this study got the‘Way to the Park’to be evaluated as an addition item other than an evaluation item because it belongs to an outlying area of the site for a park. Second, as for a convenience facility which is an essentially necessary facility when people visit a park, this study got a parking area and a restroom to be evaluated, and also got the status of provision of motor-operated wheelchairs rental service & safety guides’ material, personal services to be evaluated for qualitative improvement in park services. Third, as for a guidance facility, this study got an integrated notice, induction, and warning notice targeting the whole of a park to be evaluated, and got a guidance facility to be given with additional points when a park management office loans an audio guidance device, and places a guide, etc. Fourth, ‘a barrier-free road’is the item for evaluating the status of a barrier-free pedestrian road installation inside a park, and this study got designated barrier-free roads to be evaluated. Fifth, as for a park facility, this study got a park facility user guide sign, rest areas, sports facility, and playing & cultural facilities, etc. to be evaluated. It was analyzed that the current BF evaluation indicators of a park were created without consideration of the characteristics of the outlying space of a park location, and evaluation scope and standards are not clearly specified; besides, due to the subdivision of evaluation items, confusion is caused in time of their application. Accordingly, this study intended to improve the problems in the current BF evaluation indicators through the evaluation of the current BF evaluation indicators and the improved BF evaluation indicators by applying them to the target place for research. In addition, according as BF certification of a park is done by applying the evaluation indicators without consideration of the characteristics of the outlying area of a park location, let alone a lack of understanding of the BF Certification System, actually, there arises even the case where some parks give up BE certification due to excessive damage to nature and installation of facilities far from meeting the evaluation standards. This study judges that it might be possible to provide safe, convenience park services to anyone by making it possible for a lot more BF-certified parks to be developed by improving the BF Certification System using the BF evaluation indicators, in which park properties and park use behavior deducted through this study, etc. are taken into account. This study analyzed the current BF evaluation indicators, and deducted the BF certification indicators in the park sector, and evaluation standards improvement plan in the light of the locational properties of a park, and park visitors’ use characteristics. However, this study was unable to apply the ‘Way to the Park’as an evaluation item because it belongs to the space outside the sphere of a park site, and deducted this item as an addition item in the light of the importance of accessibility securing. It is thought that as for the part of the‘Way to the Park’, there is the need to arrange the system to make possible accessibility to a park at a level of a city later on. Also, it is judged that it’s necessary to do research on physically/mentally-impaired people’s satisfaction with park usage through post-use evaluation of the park which acquired BF certification by applying the improved BF evaluation indicators.
