The purpose of this study is to select vocabulary for foreign language learning based on themes and to describe the meaning for effective learning. Despite the fact that the foreign language spoken in Korean is insignificant due to the indiscreet influx of foreign words, there are no specific rules for foreign language, and the confusion also affects the Korean language education. In addition, due to the lack of appropriate learning vocabulary and learning tools, there is a lack of awareness of the importance of foreign language education. This study focuses on the general purpose of the foreign language vocabulary selection studies that have been conducted up to now and presents the direction of the study by summarizing the discussion and problems for the vocabulary selection methodology. In order to select foreign languages for learning, a total of 56 Korean textbooks (6 types) used in Korean language education institutions were selected to be analyzed. In addition, the 660 units that appeared in 56 books were classified into 25 major and 70 minor classes and were selected based on the subject suitable for foreign language learning. The vocabulary that were selected were compared with 『Frequency of Modern Korean Language Use 2』 of the National Korean Language Institute (2017), and were classified into representative terms and related terms. A total of 650 representative words were selected for learning foreign language and classified by topic. Among these vocabulary, to distinguish between homonyms and polysemic words for effective vocabulary acquisition and the scope of semantic description, which required additional discussion at the vocabulary selection stage, were suggested. As for the semantic description, the focus was on the presentation of semantic division scheme, which used the category of learning themes based on the characteristics of the foreign words that came from being assimilated into Korean language. Thus, the purpose of this study is to help Korean learners improve their ability to learn foreign language by suggesting effective semantic description in selecting foreign language for learning and learning tools. The subject category foreign word list of foreign language learning presented in this study can be used to form a vocabulary field by topic classification, and this can be used as a basic reference to create vocabulary syllabus of textbook development.
