The purpose of this study is to suggest the modification of the sports category in the International Patent Classification(IPC) system for its more effective and efficient use in Korea.
For this study, a thorough literature review, an examination of case studies, analysis of various classification systems, and extensive interviews were performed. Patent information and the IPC were reviewed through literature research, while patent classification and IPC applications of principal countries were compared. In addition, a through comparison with the Japanese "FI" classification system and the European "ECLA" classification system, both of which are modifications of existing IPC systems, this study examined the use of IPC systems among the leading international countries. Then, interviews were conducted with 5 examiners from the Korean Patent Office(KPO) in order to identify problems of the sports category in the IPC system. The problems are as follows:
First, in several cases, many topics are included under a single item, and thus need to be subdivided.
Second, the notes or references are deficient.
Third, the meanings of titles are often ambiguous.
Fourth, standards of classification numbers are often vague and misleading.
Fifth, it is often difficult to classify specific topics particular to Korea and/or Asia.
Finally, several errors exist in the orthography of the Korean alphabet and its multitude of loanwords.
The revision of the sports category in the IPC system is based on the results of opinion surveys of KPO examiners and analyses of patent classification systems, while maintaining fundamental aspects of the IPC system. The proposal of revision are as follows:
First, all 383 items in the IPC system have been subdivided into 559 items so as to cope with advances in particular topics to Korea.
Second, the boundaries of classification numbers have been clarified according to notes and references.
Third, vague and misleading titles have been revised or supported with illustration notes, definition notes, and example notes.
Fourth, related areas have been suggested to clarify to existing vague items.
Fifth, unique topics particular to Korea and/or Asia that currently have no specific titles in the IPC system have been alloted through subdivision or the inclusion notes.
Finally, errors in the orthography of the Korean alphabet and of loanwords have been corrected.
With this study serving as a starting point, more research in IPC should be carried out in other categories to improve upon the several gaps that exist in the current IPC system in Korea.
