Recently, the most important concept of Korean education is ‘communication strategy'. The competence of vocabulary and grammar is important, but for improving the communication competence, it is important to develop a communication strategy to improve communication skills. This is due to numerous problems that occur when Korean learners attempt to speak in Korean. Not only do the learners have insufficient knowledge of vocabulary or grammar, but also it becomes more important to develop strategies to keep communicating. Second language or foreign language communication strategy demands that you know the language knowledge of grammar and vocabulary of the target word helping the learner to speak a sentence naturally, but this level has yet to achieved the support of this strategy, so in order for the learner to be communicative with the target word speaker, when they faced with difficulties, learners should use a conscious and systematic technique to express their intentions. Research must constantly develop this communication strategy. When Korean learners are learning Korean, some communication problems will occur, so they should learn the techniques to communicate their thoughts or feelings to others clearly. In addition, the use of communication strategies in our daily life is an essential technique, which enables everyone to maintain a good relationship with the others. This is the importance of communication strategy development. Thus, the purpose of this study is to evaluate the measures provided for developing Korean textbooks that focus on speaking strategies for developing communication among the various strategies for developing a communication strategy. At first, we should recognize which strategies Korean learners need, then focus on the problems of many textbooks. Then we should propose the construction of Korean textbooks by a variety of speaking activities to develop the strategies effectively. In Chapter 2, this study will be looked at the theory of communication strategies and speaking strategies. In Chapter 3, this study will be analyzed whether the strategies development in Korean textbooks currently using in South Korea before composing the Korean textbooks. Finally, in Chapter 4, this study will be proposed a study on the construction of Korean textbooks on the basis of the information presented in Chapter 2 and Chapter 3. This study focuses on a study of the construction of Korean textbooks for the purpose of developing speaking strategies. The analysis showed the limitation of Korean textbooks, in that they do not point to speaking strategies presented in daily life, and one cannot identify whether they are more or less effective for Korean learners. The study of the speaking strategy teaching is very important for future research and hopefully further studies will continue and follow-up with this research.
