The purpose of conducting this study is to design Korean Language Curriculum for the North Korean refugees born in the third countries. Therefore, to make a research on the needs analysis for designing the Korean language curriculum, literature review as well as institutional visits has been conducted. Moreover, to clearly understand the actual status of the Korean language curriculum of each education institute, eleven teachers was also being interviewed.
The survey result showed that the North Korean refugees born in the third countries had lack of basic Korean communication skills before arriving South Korea. Also it showed that after admission into a regular school due to low Korean proficiency, they experienced difficulties in academic performances, peer relationship among fellow students and formation of self-identity. Therefore, in this study, the need for a separate Systematic Korean language courses should be enforced in a regular school where students’ attendance rate is highest.
The proposed Korean language course should be a concentrated Korean education course and targeted for the North Korean refugees born in the third countries who are in a regular elementary school. This course has been designed with a curriculum that is based on the content-based language instruction (CBLI) to develop basic communication skill and the academic Korean language and academic ability of other educational subject needed to perform in an academic curriculum.
Also, this course is based on Interculturalism where it is a formation between implementation of mother tongue education as bilingual education and intercultural education.
Through this, it will help in identity formation for the North Korean refugees born in the third countries. In addition, it promotes mother tongue communication skills and basic literacy development so that they will be able to develop communication skill with bilingual competence and Intercultural competence.
The study recognizes the North Korean refugees born in the third countries who have not been mentioned in the meantime Korean Korean students in education-related research and can find them meaningful in that it sought the direction of the Korean curriculum designed to target.
This study shows a meaning where it recognizes the North Korean refugees born in the third countries as a new Korean education target. Moreover, it was never been an issue until today. Along with this study, it will finally show the direction in designing the Korean language curriculum which can be a further significance.
