The aim of Korean Education is to perform a communication which studies Korean as second language according to the connection and situation and to extend the communication skill through the significant speech function. However a problem is happening actually in the classroom in the part in which the learners cannot induct the initiative learning magnetically while learning activity is limited to a textbook that is being led by a teacher. The problem -based learning that is learner- centered class was presented, but there was a trouble to utilized in the class. The aim of this study is to present the Action Learning as the alternative of Problem Based Learning( PBL). The effect of Action Learning on problem solving ability improvement were reviewed and examined after conducting Action Learning to Philippines' learners. This research will be presented in the following manner. In the first chapter, the purpose of the study as well as the preceding research and its procedures and progress were addressed. In the second chapter, the review of theoretical background and the concept of Cooperative learning, PBL, Action Learning were abstracted. In the third chapter, a questionnaire survey was carried out targeting Philippines' learners covering the present learning environment of Learner- centered learning, the need and cognition of Action Learning. In this research learner could not recognized, however after learning about Action Learning. learners had the increased in learning ability. especially speaking and word expression. In the fourth chapter, design and construction of teaching and learning method through Action Learning as the learner centered learning for solving practical problem ability improvement was formulated. To do this 7learning fundamentals were being proposed such as interaction between teacher and learner ,interaction between learner and learner, textbook application, utilizing Action Learning Technique (Brainstorming, Mind map, SCAMPER), task-based activity, learner -focused activity and mutual cooperation. In order to apply these learning fundamentals on practical lesson and to review effectiveness of Action Learning,5 of Action Learning lessons were conducted to 20 Philippines' learners. (12 learner of Elementary 2 and 8 learner of Intermediate 1) In the fifth chapter, Verification on the effect to the class was enforced 5 writing task and 1 writing evaluation. After analyzing ' writing about solving problem' the result showed that the learners' “writing skills" has steadily improved and creative thinking, teamwork, causing motive are inducement of interest also improved. Action Learning is meaningful as 3 types of educational method that can be applied to an actual educational environment are being proposed, improvement on practical communication skill as the integrated class utilizing a textbook. First is the Utilizing for 'writing' learning as improvement of the communication skill through the problem solution course. Second is the Utilizing for task as a method of self-study. Last is the Utilizing Action Learning Technique for creative thinking as a solution to the problem. Finally in the sixth chapter, a summary of the result of the research is presented along with an analysis of the potential limitations of the study. The significance of the research is to design a practical Korea communication development plan utilizing Action Learning for Korean learners who haven't had enough opportunity to improve themselves in the past in the classroom. It is especially meaningful for Learner centered instruction that supplement the problem of the problem-based learning in an attempt to approach a Integrative instruction and simultaneous practical language skill improvement. This research teaching guide is based on Integrative instruction. speaking, reading, listening are connected to writing at last. The writing of this research is of a self study through process of problem solving. This research is meaningful in that the Korean class is giving attention to the Integrative instruction. However, a follow-up study is to be anticipated on Action Learning in order for it to become an effective learning technique, enable to advance the background knowledge for Learner centered instruction and to improve Teaching-learning plan so that the various class activities be included.
