일본은 현재, '다국적화, 다민족화, 다문화화'현상에 직면하고 있으며, 사회 전반에 걸쳐 다문화공생의 필요성이 대두되고 있다. 그러나 현행 일본의 각종 제도는 사회 현실이 충분히 반영되고 있지 않기 때문에, 주민서비스의 직접적인 제공주체인 지방자치단체가 많은 문제를 안고 있으며, 따라서 시민사회의 역할이 중요하다. 본 논문은 이와 같은 사회적 요구에 부응하고 있는 '다카토리 커뮤니티센터'를 연구대상으로 하여, 그 생성과정과 활동상황 그리고 사회에 끼치는 영향을 검토함으로써, 앞으로의 다문화공생커뮤니티가 나아갈 방향을 제시하는 것을 목적으로 하고 있다.
다카토리 커뮤니티센터는 세 가지 특징을 가지고 있다.
첫째는 고베대지진이라는 미증유의 대참사 발생으로 인해 얻은 공생의 교훈에 의해 그 조직화가 진행되었다는 점이다. 지진재해로 인해 기본생활을 영위할 수 없게 된 긴박한 상황 속에서, 인종과 민족을 구분하는 것이 아닌 '같은 이재민'이라는 공동체의식이 싹텄고, 이문화에 대한 폐쇄성이 허물어지면서 서로를 받아들이게 되었다. 이와 같은 공동체의식은 소수자들의 불리한 환경을 함께 고민하는 것으로 발전하여 '다문화공생'이라는 조직목표로 이어졌다. 또한 그 실현과정 속에서 행동주체란 특정분야의 전문가가 아닌 그 지역에 거주하는 지역주민이라는 것을 깨닫게 된다. 이와 같은 지역주민들의 직접체험은 '다문화공생'이라는 개념의 일반화에 있어서 큰 의의를 가진다.
둘째는 상호발전 가능한 공생의 추구이다. '다카토리 커뮤니티센터'는 8개의 독립된 단체로 구성되어 있으며 다언어 라디오방송, 다언어 정보제공 및 생활상담, 일본어 및 모국어교실, 다문화교육, 고령자 및 장애자 자립지원, 재일외국인커뮤니티 활동지원 등의 생활전반에 걸친 종합적인 지원을 하고 있다. 그러나 이러한 활동은 결코 일방적인 것이 아니다. 지원을 통해서 소수자들의 재능을 살릴 수 있는 장을 제공하고 그것이 그들의 정신적 신체적 자립으로 연결되는 시스템이다. 그들의 자립은 '다문화공생'을 위한 '대등한 관계 형성'을 촉진하고 서로 도우며 사는 환경을 만들어 가며, 이로 인해 만들어진 다양성이라는 자산은 지역사회 발전과도 연결된다. '다카토리 커뮤니티센터'가 추구하는 이와 같은 상호발전 가능한 공생의 길은, 다문화공생커뮤니티 형성에 있어서 하나의 방법론으로 유효하다.
셋째는 다문화공생 시스템의 확산이다. '다카토리 커뮤니티센터'는 고베시를 중심으로 한 활동에서 머무르지 않고, 지금까지 쌓아온 다문화공생시스템을 보다 넓은 세계에 전하고 있다. 인턴제도를 통하여 '다문화공생'을 체험한 사람들은 개개인의 체험을 직장과 학교 등에서 전하는 역할을 담당할 것이며, 타 지역을 위한 구조 활동의 일환으로 시작된 다문화공생 네트워크도 더욱더 확대될 것이다.

Japan is presently facing condition of multinationality, multiethnicity and multiculture and the necessity of symbiotic relationship between multiculture is rising through entire society. However, present Japanese system does not reflect social demands and local governments which provide direct residential service contain problems. Therefore the role of civil society is important. In this dissertation, I would like to study on Takatori Community Center which meets the expectation of social demands and examine its birth, activity and affects to society. And the dissertation is purposed to present the future way of symbiotic multicultural community.
Takatori community center has three characteristics as follows. First, the system of community was made by the lesson of symbiosis from the unprecedented catastrophe, Kobe earthquake. In strained situation of earthquake disaster where basic needs were insufficient, people began to feel communal feelings as same refugees regardless of race and nationality. Closed mind for different culture had opened and people began to accept each other. This kind of communal consciousness had developed to think about the disadvantaged minorities environment and to symbiotic relationship between multiculture. Also they realized through activities that the main body of the symbiosis is local residents not some special experts. Direct experience of local residents means significantly to the generalization of the concept of symbiotic relationship between multiculture.
Second characteristic is the pursuit of symbiosis of mutual development. Takatori community center is consist of eight independent groups and supports comprehensively through multilanguage FM broadcasting service, multilanguage information service and consultation, Japanese and English classes, multicultural education, self-help support for elders and disables and expatriates community in Japan. The activity is never a one-way. By the support, the center provides the place to develop the talents of minorities and ultimately leads to their physical independence. The independence promotes equal relationship for symbiotic relationship between multiculture and makes the environment for mutual help, and the result of this, diversity, leads to the development of local society. The symbiotic way for mutual development pursued by Takatori Community Center is also effectively available as methodology for the formation of multicultural symbiotic community.
Third characteristic is the expansion of symbiotic multicultural system. Takatori Community Center does not stay and act in Kobe only, but tries to spread the accumulated experience of symbiotic multicultural system to broader world. Through internship system, people who experienced multicultural symbiosis would play a part to spread their own experience to their schools and work places, and the network which was first made to help and rescue other places will be enlarged more and more.
