This study deals with the rent-seeking behavior of the budget determination process in culture and arts sectors. In the theoretical background, I first describe the concept of the rent-seeking and the rent-seeking behavior according to zone of rent-seeking occurrence. I looked at the concept of Budget and the characteristics of Budget determination. As a budget decision theory, the theory of discontinuous equilibrium, incrementalism, determinism theory, new institutionalism and public choice theory are explained. I examined previous studies on determinants of cultural budgets and scope of cultural budgets and the subsidy system in Korea. The characteristics of the budget decision process in Korea are that the Ministry of Strategy and Finance and the administration have a large authority and monopolize decision making. This structure analyzes the possibility that rent-seeking behavior is likely to occur due to repetitive decision-making processes. In the case study, I analyzed the changes of cultural and arts budgets focusing on the budget theoretical analysis and the rent-seeking phenomenon. I explained the case of the rent-seeking in culture and arts field. In this case, the rent-seeking behavior is divided into three types: central and local government, government and private, government and public institutions. And analyzed the case study of the rent-seeking for National Accountability Report and the special audit . In the case analysis, the elements of the rent-seeking the area of culture and arts were type, process classification, timeliness, amount scale, regulation, bureaucratic intervention, entry restriction.
