In response to the increasing interest in mountain tourism and the changing mountain tourism paradigm, the government is developing mountain tourism to utilize mountain tourism resources as a center for development. However, to date, research on mountain tourism has been somewhat distant from the development of mountain tourism itself, and research on the development model of mountain tourism has been lacking. Tourism development does not always have a positive impact and can cause a variety of side effects. In particular, tourism development based on natural resources is costly and time consuming to recover once it is damaged, so sustainable tourism development through planned promotion is needed. The attitude of community stakeholders is very important for sustainable tourism development. Especially the attitudes of experts and local residents are very important because it is essence to reduce the conflicts and distrust that can appear during tourism development and to improve the tourist's experience.(Cho Kwang-ick·Kim Nam-Jo, 2002; Lee Hoo-Suk, 2004; Harrill, 2004; Vargas-Sanchez et al., 2009). In this study, researches are conducted into project 1 and 2. In research project 1, we will examine the factors necessary for the development of a domestic mountain tourism development model through previous research on tourism development and review of literatures, and examine the difference between opinions of experts and local residents on the constituent factors. In addition, the research project 2 was conducted to investigate the causal variables and influential factors affecting the attitudes of local officials on mountain tourism development. Mountain tourism development is based on natural resources, unlike general city tourism which is based on cities. Therefore, the necessary factors for the development of the mountain tourism development model were selected based on the development model of the marine tourism area(Sung Ki-Mahan, 2002), and the factors selected by the review of the tourism experts were checked whether it is suitable for the development of the mountain tourism respectively. In order to verify the hypothesis of this study, we conducted a questionnaire survey on Taebaek city in Gangwon province, which is currently in the stage of mountain tourism development planning, and the residents of Taebaek city who are participating in Taebaek city mountain tourism development. The survey was conducted for one month starting September 2016. The researchers conducted a purposive selection method, which is a method of extracting a typical object as a sample according to the intention and judgment of the researcher. Finally, 54 experts and 313 local residents were used for empirical analysis. Statistical package program SPSS 22.0 was used to analyze statistical analysis, exploratory factor analysis, reliability analysis, regularity. To verify the results, the comparative analysis, the independent sample T-test, and the regression analysis were used to test the hypotheses. The hypothesis was verified as followed. (1) Research Project 1's Verification Result, Hypothesis 1 was partially adopted. There were significant differences in the cultural and economic impacts of tourism development between experts and local residents. In addition, there were significant differences between experts and local residents in support policy and preference development type, environment experience type, and natural scenery type. There were significant differences between experts and local residents in tourism facilities and attitudes among tourist facilities. The results of this study are as follows: First, the average value of experts is higher than that of local residents in all variables with significant differences. This is interpreted as the fact that experts who participate directly in tourism development projects have more information and knowledge than local residents. (2) As the result of the Research Project 2, it was found that the economic impacts, environmental impacts, and social impacts of tourism development impacts were significant. Economic impacts and environmental impacts have a positive impact on tourism development support, but social impacts have a negative impact on tourism development support among local stakeholders. It was found that convenience of tourist attraction attracted by local officials positively influenced tourism development support of local people and tourism development support policy had a positive influence on tourism development support of local people. Based on the results above, we have managed to conduct the basic research for building tourism development model of mountain tourism, which is increasingly interested in the present. Secondly, we have managed to give development direction of mountain tourism development in Taebaek city and identified the factors that could cause conflict with local residents. Third, and for the last, we have managed to confirm the causal variables and their influence on the attitudes of local officials. The results of this study can be summarized as follows.
