It is crucial for a company to continue developing new products and market those products successfully in order to maintain competitive advantage survive for a long term in the industry. The factors of success in new product development for small and medium enterprises (SME) can be analyzed through not only the internal components of the company but also the relationships with the external parties. A collaborative effort made with a public organization in demand of the product can reduce uncertainties regarding market performance when the new product has been out in the market as well as help the company produce the right product, given the collaborator’s comments on the early stages of product development. However, too much collaboration with that public organization may interfere with the progress of the new product development as well as the market performance as the main objective of the project could be deterred by the collaborator. This is especially the case for the water treatment industry, which is very conservative given its technological and industry-specific nature as well as its high barriers to entry. For this industry, buyers are usually the public organizations such as the local government agencies, the Korea Water Resources Corporation and Korea Environment Corporation. Therefore, this study analyzes the topic of to what extent does collaboration with public organizations contribute to the success of a new product in its product development stage and its market performance. Taking collaboration with public organization as a key factor for the successful business of small and medium enterprises (SME), we intend to empirically study the impact of absorption capability which relates to the ability of the company to realize the potential and the capabilities of a business after receiving new information and technology and how it can contribute to the enhancement of the collaborative effort. For the research we have started by analyzing the relevant theories and the previously conducted researches. Then we have conducted case studies on the SMEs of the domestic water treatment industry. Two case studies provide a significant implication that the collaboration with public organizations may be very effective to invigorate communication with the buyer and provided the product that is demanded by them. Also, we can understand the significant of collaboration during the early stage of product development in terms of conducting interviews with the CEO and the product experts. Moreover, it is also crucial to supplement the project continuously from early stage to end stage through effective communication with the various parties for enhancing the specification and performance of the product. We can use the proposition based on the case study for empirical study. We have chosen 50 SMEs that have development experience with the collaborating public organizations. We have used SPSS 19.0 and Smart PLS 3.0 as our empirical analysis tool to execute frequency analysis and CFA, structural model analysis. The research results are as follows : Firstly, for the new product development, collaborations with public organizations have positive impacts on the project performance as well as project performance have positive impact on the market performance as well as the market itself. In other words, collaboration with public organizations can improve both project performance and market performance; project performance can improve the market performance as well. Therefore, in the water treatment industry, it is very important to collaborate with public organizations such as Korea Water Resources Corporation, the Korea Environment Corporation to for the success of new product development. Secondly, the project performance has mediating effect between the collaborative effort and market performance. Therefore, in the water treatment industry, for new product development, punctuality in meeting deadlines for the release of products, maintaining the same level of performance through regular inspection and evaluation are necessary in order to enhance project performance from the early stage of development and strengthen collaboration and communication with public organization. Thirdly, more number of suppliers with high absorptive capability, the better the results of new product development through collaboration with public organizations. Therefore, in the water treatment industry, it is essential to enhance capacity understanding and the transfer of information from the public organization in order to support new product development.
