The purposes of this study were to analyze which factors of public servants' ethical public service values & organizational citizenship behavior(OCB) would influence the inducement and facilitation of practice of Code of Conduct for Public Servants, and propose policy implications to promote the practice of Code of Conduct for Public Servants based on them. For those purposes, the investigator carried out both literature review and empirical analysis. Literature materials and previous studies home and abroad were examined to establish concerned theories. For empirical research, research models were established along with research designs to set a hypothesis. In empirical research, dependent variables include three elements of Code of Conduct for Public Servants. Independent variables contained four elements of ethical public service values. Parameter variables did five elements of OCB. In an effort to test the hypotheses, the investigator conducted a survey with 400 public servants from four basic local governments in western Joellanam Province in October, 2016. Collected data were analyzed with the SPSS statistical technique as follows: First, Cronbach Alpha was obtained to test the reliability of scales to measure each variable in the research model. Second, frequency analysis was conducted to figure out the demographic characteristics of respondents. Third, descriptive analysis was performed to examine the frequency, percentage, and mean of elements and measuring indexes of Code of Conduct for Public Servants, ethical public service values, and OCB. Finally, correlation analysis and regression analysis was carried out to test the validity of correlations and causal relationship among the Code of Conduct for Public Servants, ethical public service values, and OCB of respondents. The analysis results led to the following: First, the elements of ethical public service values operated as OCB factors. The study tried to demonstrate mutual correlations and causal relationship between the components of OCB by Organ, which were usually used in previous studies, and the elements of ethical public service values. That is, it found clear positive(/) linear relations between the elements of public service values, which include integrity, morality, public interest, and sincerity, and elements of OCB, which include altruism, conscientiousness, courtesy, sportsmanship, and civic virtu. Those findings demonstrate that the elements of public service values are new OCB factors, which grants huge significance to the present study. Second, the elements of OCB turned out to have mutual correlations with the practice elements of Code of Conduct for Public Servants. Include altruism, conscientiousness, courtesy, sportsmanship, and civic virtu, were in a clear positive(/) influential direction in general to the practice elements of Code of Conduct for Public Servants, which include fair job performance, prevention of unjust enrichment, and sound public service climate, which proves close mutual correlations and causal relationship between them. Third, the elements of ethical public service values were in mutual correlations and causal relationship with the practice elements of Code of Conduct for Public Servants as OCB factors. In other words, integrity, morality, public interest, and sincerity had clear positive(/) linear relations with fair job performance, prevention of unjust enrichment, and sound public service climate. Fourth, there were positive(/) correlations and causal relationship among all those elements with the scale of correlation varying, which means that different countermeasures will be needed for the practice and facilitation of Code of Conduct for Public Servants, OCB and ethical public service values according to the scale of interactions among the elements. Based on those analysis results, the study offered the following policy implications to promote the ethical public service values and OCB, facilitate the practice of Code of Conduct for Public Servants, and advocate for anti-corruption and integrity: First, local governments, corporations, civil society, and concerned agencies and organizations need to establish a network, form a partnership, and thus implement anti-corruption new governance for active participation in order to spread the movement of integrity culture practice in the communities and vitalize resident participation, which is the essence of administration in local autonomy. Second, there should be policies to promote ongoing voluntary community service activities among public servants, who swear to serve the entire nation, to facilitate their OCB. Third, there should be measures to ensure distributive, procedural, and interactive justice perceived by clients in job performance and delivery process of public service. Fourth, there should be measures to guarantee fairness and legality in personnel management including promotion, appointment, training and education, job evaluation, wage, and reward and punishment for the organizational members. Fifth, it is needed to reinforce solidarity including the degree of closeness, affection, connectedness of norms, similar values, mutual aid, and cohesion inherent between the organization and its members. Sixth, it is necessary to create an environment for integrity education based on autonomy and participation. Seventh, it is required to enact Code of Conduct for Public Servants for the members and public servants of National Assembly that are asked to lead by example in the practice of such Code of Conduct as political leaders. Finally, there is a need for criteria of action based on the agreement of "Improper Solicitation and Graft Act," which came into effect on September 28, 2016, and "Code of Conduct for Public Servants." ,韩语毕业论文,韩语论文 |
