As economy and income level of Republic of Korea (ROK) have been developed, the desire for advanced culture has also been increased. Furthermore, as economic value of culture rises and culture creates a high added value, the central government's interest in cultural policy and budget increases. Although performing art industry has faced crisis. The industry has been quantitatively developed; however, economic hardships of artists keep increasing due to atrophy of performances caused by the national economic crisis, media development, and change of cultural consumption of its people. Recently, culture plays an important role to enhance the national image and an active support for the performing art industry is important method to measure capacity of a country. Thus, the government needs to urgently re-establish economic support system for artists in order to activate the performing art industry. Based on the necessity of public support for performing arts, change on ROK supporting policy for performing arts industry, and significance and role of the Liberal Arts Development Fund, this study analyzes policies for performing arts during Lee Myung Bak regime. According to these bases, this researcher presents effective management methods supporting for performing art industry. Fristly, re-establishment of governance is needed. The government should re-establish supportive programs based on objective, target and necessity for sustainable support. In addition, re-established roles of the Ministry of Culture, Sports and Tourism(MCST) and Korea Arts and Culture Education Service(ARTE) are mandator. The MCST takes charge of the national revenue businesses and the ARTE should be in charge of direct support for performing art organizations and artists. Secondly, creating environment solely focusing on creative activities. In order to do so, art-creation-capability support business should be mandated efficiently based on its objective and necessity and financial support needs to be provided continuously and consistently. Also, the government should provide education for artists to build their viability. Thirdly, increasement of culture enjoyment through art education is required. The aim of public support is to give various entertainment benefit for every citizen. Therefore, cultural enjoyment is needed to be increased through culture and arts education to shorten the distance to audiences. Fourthly, regional culture should be activated. By developing the regional culture, culture and arts can reach a balanced development and it is important to increase citizens' cultural enjoyment, quality of cultural life. Fifthly, the art and literature promotion fund should be established. The fund is the only resource supporting the fundamental art but it is about to be drained. Thus, the art and literature promotion fund is mandatory for developing performing art. This researcher tries to consult performing art's possibility of development and a rise in standard of ROK culture and arts by presenting effective management methods supporting for performing art industry. The society has changed rapidly on politics, economy, society, and others. Thus the performing art industry also needs change and correspondence to new policy. The result of this research is expected to be used for establishing substantial and systematic plan for performing art support policy.
